outstanding health requirements, electronic applications are referred to an
Australian Immigration Office in Australia for further processing.

Ils disent qu'ils t'ont envoyé un email le 17 et le 20 juillet dernier où ils te demandaient des infos supplémentaires.

Ils disent qu'ils n'ont pas reçu de réponse de ta part et qu'ils ne peuvent procéder pour ton visa. Apparemment c'est juste une question où tu dois répondre OUI ou NON, mais curieusement ton email ne précise pas la question...tu es sûr que tu as lu tous les échanges électroniques?
