For French Citizens
A visa is mandatory for any stay in the country. It can be obtained either from Azerbaijani consulates (processing time varies) or online since 2017 (for a maximum of 30 days). Note that it is not possible to obtain a visa at the country's land border crossings.
E-visa
For the e-visa, it is obtained through the official website Asan Visa within a maximum of three working days. It allows a 30-day single-entry stay and costs 20 US$ (+ 3 US$ in fees). The website requires uploading a scanned copy of your passport online.
Other Nationalities
The procedures and requirements are identical to those for French citizens for 80 other nationalities, including EU citizens and Canadians.

Regarding Nagorno-Karabakh
Nagorno-Karabakh is a highly sensitive and recurring conflict zone with Armenia. Anyone who has stayed in or visited the neighboring Azerbaijani "occupied" districts without prior authorization will be denied entry into the country (or may even be incarcerated).
