On the Atlantic coast in the far south: Tarfaya and Laâyoune (average of 20°C to 23°C in January). The advantage is that it's always sunny and it rarely rains there. The downside is that there's nothing to do!
The water temperature is about the same as the coast of Côtes-d'Armor in summer (Brittany), and it's very choppy! 🙁
Still, Agadir or a bit south of the city would be better—it's livelier than Tarfaya!
Alternatively, you could head to Merzouga to play around in the sand dunes on a quad or camelback... it'll be cooler there, averaging 16°C to 18°C, but cold in the evenings and at night, between 4°C and 8°C.
