From Fes to Meknes: train or shared taxi (in the parking lot in front of the station).
Meknes to Chefchaouen: you’ll need to take a bus, either from the bus station or check the CTM website.
Chefchaouen to Tetouan: shared taxis will be faster than buses.
Tetouan to Fes: bus from the bus station or CTM. Alternatively, a shared taxi to Tangier and then the train, but that’s only really worth it if you’re visiting Tangier.

To be honest, it's mainly Moulay Idriss that I find interesting, much more than Volubilis, which I mention out of habit.
