It’s not necessary. That said, it’s not a bad idea. If your license is held, you’ll still have the national one. A few years ago, there was some police pressure between the Diama checkpoint and St Louis—constant, nitpicky checks and hassles.

Hi, I don’t think so—I’m retired and often drive in Senegal with just my French license. It’s not mandatory or even asked for. I also frequently take road trips through various countries to Senegal with my French license, from Nice to Saint-Louis, Senegal—4 days of driving with "overnight stops and 12 hours of driving per day: 6 hours in the morning and 6 in the afternoon.
