Permit to visit Nagaland

Hi there, I want to visit Nagaland, but now you need the PAP, which you can apply for on the dedicated Indian website. It’s tricky to fill out and on top of that, it’s expensive. Any tips for going through this process? Otherwise, no Hornbill Festival for me! Thanks
