I’m a student and my problem is military service—I didn’t register from the start and I didn’t do the medical visit, which means I’m not entitled to a deferment or anything. But I know I’m not being actively searched because I have a friend who confirmed it from the gendarmerie office. Plus, I only have a call-up order, alhamdulillah. I have the chance to travel to live in another country, and what I want to know is: when I arrive at the airport here in Algiers, will customs stop me and not let me through because of all this?

As long as you’re not flagged, you can travel without any issues.
BUT
after the 3rd call-up order,
the military prosecutor will issue a search warrant.
Let me explain a possible scenario:
you return to Algeria, you go through border police, and no arrest warrant has been issued against you: no problem.
During your stay, a warrant is issued: you’ll be arrested at the border post and handed over to the military authorities for evading service.
Now it’s up to you to find out how many call-up orders have officially been issued by the HR office of your military region.
If the number is 3, this warrant can be issued at any time.

1- During my visit, they classified me as "fit for reserve" (just to clarify, I went with a medical file, but they refused to declare me unfit). What does that mean?
2- I haven’t received a call-up order at home, but according to my checks, the first call-up order was sent. Is that normal?
3- I was born in 1994—is it a good sign that the other call-up orders haven’t arrived yet? Or could my call-up orders be resent at any time?

I’m turning 20 tomorrow, I have dual nationality, born in France to Algerian parents, I’ve done my JAPD, and I have the consular card. So, I’m heading to the *bled* on July 25th, and I’ve heard about a "yellow card" or "military card" that you need to get before going to the *bled*. Can you tell me more about it, please?

Then get in touch with the SGA
Ask them for Article 3
Complete your Algerian registration before September, then provide this Article 3 to the consulate you depend on. In early January, they’ll give you your exemption card
