Navigating the maze of entry requirements for Russia has always been somewhat complicated. Beyond the documents to provide, different "variants" exist depending on where you come from, where you're going, and how long you plan to stay. That said, an electronic visa system for the entire country may be introduced in the near future (?).

Generally, a passport valid for at least six months after the entry date, a visa, insurance, and a tourist voucher are required. Additionally, an online questionnaire must be filled out on the approved website of the Russian Ministry of Foreign Affairs, then printed and included with your application. All these documents are necessary to avoid issues with authorities, visa refusal, or entry denial.

Visa (Insurance and Voucher)

Must be requested before travel (no visas issued at borders). A tourist visa allows a 30-day stay and costs 35 €. It is typically processed within 5 to 10 working days. Given the potential complexity of the procedures, using a specialized visa application agency can be helpful despite the additional fees.

To apply, you must first obtain an invitation ("tourist voucher") from a Russian travel agency, accommodation provider, company, institution, or an individual—provided a service is purchased in the latter case. Without this "proof," the visa application cannot be processed.

You must also provide a named certificate of medical-repatriation insurance from an insurer approved by the Russian authorities, covering the entire stay.

Special Cases

Belarus: Since 2017, non-Russian or non-Belarusian nationals are no longer permitted to enter Russia by land via Belarus, even though the border between the two countries is open. Only air travel is allowed for foreigners.

Kaliningrad: Since 2019, an electronic visa (via the approved website of the Russian Ministry of Foreign Affairs) allows stays in the Russian enclave of Kaliningrad. Note that this visa does not grant access to the rest of Russian territory.

Saint Petersburg and its region: Since late 2019, Europeans (but not Canadians) can benefit from an e-visa (via the same approved website) for Saint Petersburg and its region. This visa is free, valid for 30 days from the date of issue, and allows a maximum stay of 8 days. Note that this visa is not valid if arriving by train (but is valid for other modes of transport).

Cruise passengers on stopovers: No visa is required for Saint Petersburg, Vladivostok, or Kaliningrad for stopovers of less than 3 days.

In Case of Violation

If you exceed the authorized stay duration or fail to register with the authorities, you will not be allowed to leave Russian territory until your situation is regularized, which may include a possible fine.

Mandatory Registration

When traveling independently, you must register with the authorities if you stay in the same Russian city for at least 7 working days. Typically, accommodation providers (hotels, etc.) handle this formality, often free of charge.
