Adapt, of course, depending on the country and circumstances. But as a general rule, in many places outside tourist destinations, avoid shorts, tank tops, or low-cut tops.
In some countries where wearing a headscarf is almost standard (though not mandatory, such as Oman), the best way to avoid any issues is to wear one. This also helps facilitate interactions with local women and makes you less of a focus for men. In countries where Islamic dress is compulsory, opt for a long skirt, loose trousers, a long-sleeved shirt or tunic, and a headscarf.
A sarong can be very useful—on beaches where women swim fully clothed, after a shower, and so on.
