Hopefully I can find some answers here!

Our best friend, who is Moroccan/French, wants to marry an Algerian woman. They’ve already met, and the first steps have been taken. It seems like getting married under these circumstances is really complicated—has anyone been in a similar situation and could share some advice on the administrative side or the steps to take?
