Every year, the site Skytrax, the global benchmark in this field, ranks the best airlines across numerous criteria. For 2019:
Worldwide:
1) Qatar Airways (Qatar)

4) Cathay Pacific Airways (Hong Kong)

And the Worst...
For service quality and other criteria, Skytrax remains the reference. Among the twenty or so carriers rated one or two stars (out of five), North Korea’s Koryo Air has long been considered the worst.
More seriously, in terms of safety, the European Union has published its "Blacklist" since 2006, listing airlines banned either fully or partially from European airspace. The latest version includes over a hundred carriers, primarily from Africa.
