Peux être que Yolanda a estimé que Bohol avait suffisamment souffert avec le tremblement de terre du 15 octobre qui a laissé 222 morts et 800 blessés. Toujours est'il que l'on a recensé qu'une seule victime, un jeune membre d'équipage (23 ans) du Roger Cargo Barge de la Toger Shipping Company. Les autorités en sont à compter le nombre d'arbres déracinées, .... et à gérer la logistique des milliers de personnes déjà sans abri après le tremblement de terre. Je n'ai pas traduit l'article suivant, (trop long) mais Google fera cela très bien si besoin. Et l'article étant suffisamment long, je ne mettrais qu'une photo prise après le tremblement de terre...😛 et juste le lien pour trouver l'article sur le net.

Super typhoon spares Bohol from big damages

The strongest typhoon in the world this year and the most powerful ever to hit land spared the province from major damages in what was considered by Boholanos as a "miracle" borne out of prayers. The 24-hour watch awaiting for the wrath super typhoon "Yolanda" might bring was filled with a united prayer seeking divine protection especially that 380,000 Boholanos were already dislocated from their homes after a 7,2 magnitude earthquake rocked the province 23 days earlier. Forced evacuation worked in battling Typhoon Yolanda with zero casualty in most vulnerable areas of Bohol, so far. Blackout, however, cloaked the entire province with darkness for two nights already, having been entirely dependent on the Tongonan Geothermal Plant in Leyte for major power supply.(see separate story on Boheco proposal).

So far, only one was reported injured a six-year-old boy in Poblacion, Danao identified as Junrold Aquere; and one person missing. The missing person was identified as Raffy Pelenio, a 23-year-old native of Altabus, Aklan, who was one of the eight crew members of Roger Cargo Barge carrying a limestone from Garcia Hernandez going to Surigao who jumped off when the barge ran aground off Guindulman coast. According to Philippine Coast Guard Commander Agapito Bibat, he received a report from the Bohol Police Provincial Office at 10 am last Friday about the Roger cargo barge and another one, Big Charm cargo barge ran aground near the fish port of Guindulman. Bibat contacted the PCG detachment in Jagna who werevproximal to the area together with Mayor Abrenilla and the Jagna Emergency Rescue Unit proceeded to Guindulman. By 2 pm., they rescued all the eight crew of Big Charm cargo barge and the seven of the eight crew of Roger cargo barge and were brough to Jagna, while Pelenio remained missing as of yesterday. - The cargo vessels were stranded in Guindulman amid the rough sea until they ran aground near the fish port. Bibat also reported that another barge with five crew ran aground the marine protected area in barangay Bool. All the vessels are still inspected before they could be allowed to proceed with their trips. Four persons previously reported missing from a sunken fishing boat owned by Michael Sandoval were rescued in Jagna. Governor Edgar Chatto confirmed the report about the accident met by a Tarsier117 team on board an ambulance while traveling the Loboc-Sikatuna area in haste to reach Loboc to respond to the report that the water level of Loboc River had been rising. They were supposed to join the Red Cross, but the injured TaRSIER117 members had to be rushed back to Tagbilaran for treatment. In Loon, Mayor Lloyd Lopez confirmed that a small pumpboat from Panglao with two passengers heading home to Cordova, Cebu capsized off the coast of Sandingan Island. They were washed ashore barangay Basdio in the island and were assisted by the barangay captain. The Provincial Disaster Risk Reduction and Management Council (PDRRMC) reported that there were at least 17,397 families evacuated equivalent to 45,670 individuals taking shelter in 380 evacuation centers in 36 towns and the city. There were no report of any flooding and any impassable roads because of the typhoon. DSWD Regional Director Mercedita Jabagat reported that they responded to 25 areas-Alicia, Anda, Antequera, Bilar, Buenavista, Calape, Candijay, Carmen, Catigbian, Clarin, Duero, Inabanga, Loay, Loboc, Loon, Mabini, Maribojoc, Sagbayan, San Isidro, San Miguel, Sevilla, Tagbilaran City, Trinidad, Tubigon, Ubay and Valencia. The DSWD recorded 13,731 displaced families or 63,736 individuals, but only 12,834 families sought shelter in 258 evacuation centers and 897 stayed outside the evacuation centers. The wind uprooted 119 trees, 65 of them from Getafe. The typhoon also damaged 27 houses--two in Sierra Bullones, one in President Carlos P. Garcia, one in Ubay and one in Carmen. The Bohol Police Provincial Office deployed 47 personnel to compose three search and rescue teams. Residents in island barangays in Tubigon, President Carlos P. Garcia, Talibon and Ubay were evacuated. In Jagna, a whirlwind partially damaged 11 houses in barangay Cantagay. The typhoon caused a landslide in barangay Mag-aso in Antequera, according to the municipal information officer; caused the covered court of Holy Infant Academy in Anda to collapse, and uprooted trees in several towns; landslide in Sitio Cauyo of barangay Calingesan in Sevilla where the river in barangay Lagtangan also overflowed. Four electric posts fell in Candijay--one in barangay Cogtong, one in Mahangin, one in La Union, and one in Avihilan. Two electrical posts were damaged in barangay Cadajec, Clarin. Five trees fell in Alicia--one in barangay Caloatang, one in Progreso, one in Putlongcam, and two in Poblacion. Governor Edga Chatto said the typhoon uprooted at least 49 trees in 36 towns, and damaged around 20 houses. In Danao, trees were uprooted, a person was injured and one house was partially damaged; One Ipil-ipil tree was uprooted in barangay Taguihon, Baclayon; brought down trees in Calape where branches of fallen trees blocked the road going to barangay Sampoangon; partially damaged a house in barangay Vallehermoso, Carmen. Another house was partially damaged in Dagohoy. In Sierra Bullones, one house was partially damaged, and another was totally damaged. In Dimiao, four roof plates were detached from the town's multipurpose cultural center, and a house damaged by fallen trees. In Duero, fallen trees partially damaged the houses of Jovinalda Pelisan in barangay Duay and Rosario Esclamado in barangay Itum. In Getafe, the typhoon uprooted 65 trees and damaged two houses--one in total wreck in barangay Taytay, and one partially damaged barangay Salog. In Loboc, a fallen tree blocked the road in barangay Quinoguitan. In Mabini, uprooted trees blocked roads in barangay Minol and barangay Abaca and two houses were damaged. In Maribojoc, the house of a certain Gerald Frank Sires was damaged in barangay Punta Cruz. In Panglao, trees fell in barangay Bil-isan, and a house was damaged in Purok 6, Poblacion. In Pilar, the house of Hon. Eugenio Datahan was partially damaged when hit by a fallen Tipolo tree. In Trinidad, six houses were partially damaged--one in Hinlayagan Ylaya, one in Kabiguhan, two in Guinobatan, and two in Poblacion. In Ubay, a house was partially damaged by fallen trees in barangay Tipolo. SURVIVAL PLAN All mayors stayed up at their command centers days prior and the day the typhoon entered Bohol. The mayors, leading their respective municipal disaster risk reduction and management councils, personally rounded up all the vulnerable areas in their jurisdiction and forced residents to flee to evacuation centers, especially those living in houses made of light materials. Tents in earthquake evacuation sites were folded up and the evacuees were transported to the schools chapels, barangay halls, and private houses spared from the earthquake. At least three days prior to the landfall of the typhoon, the governor rounded up the entire province and instructed members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) to estimate the specific possible rate of impact of the typhoon on every vulnerable area. Based on the assessment of the imminent danger and the least rate of survival in landslide-prone and flood-prone areas, Governor Edgar Chatto ordered all mayors to implement forced evacuation. The governor said that considering that the typhoon is just a passing calamity, the local government units (LGUs) are the first responders to the situation, although the provincial government deployed back up teams to strategic areas. As arranged by Chatto with Tagbilaran City Mayor John Geesnell Yap, Schools in the city were converted as evacuation centers for residents in towns worst-hit by the recent earthquake where there were no safer ground left against the typhoon. OPSWD Carmelita Tecson, however, said that only seven of the 34 families (or 29 persons) living in tents in Catagbacan Sur and Canmano, Loon evacuated to Dr. Cecilio Putong National High School in Tagbilaran City. There were 47 families or 170 persons from barangays Taloto, Poblacion 1, Cogon, Upper Calceta and Pooc Pantalan of Tagbilaran City who joined them at the evacuation area in Dr. Cecilio Putong National High School. Sagbayan which has been identified as flood-prone based in the past and the recent experience with Typhoon Wilma was spared after the government composite engineers' team cleared the drainage system that was blocked by solid materials after the earthquake. Chatto said at least 47 response, and search and rescue groups deployed during the typhoon. RADIO COVERAGE The 24-hour watch when Yolanda was still on her way to the Visayan region was aired over three simulcast broadcasts of dyRD-AM, Kiss 102.3FM and dyZD-AM in Ubay town Thursday night. Instead of its usual 11:00pm sign off, the radio stations did a 24-hour broadcast in order to provide Boholanos an up-to-he-minute forecast of the approaching super typhoon. Boholanos abroad called the radio coverage to check the conditions of their loved ones back home. The broadcast was heard worldwide through wwww.dyrdam.com

Le site de 108.000 hectares fournit 708 MégaWatts.

…. “Fournissait” car depuis le passage du typhon Yolanda, le site et les réseaux lignes haute tension ont bien soufferts.

Conséquences: pendants 2 mois, le temps des réparations, chaque île doit se débrouiller seul.

Bohol venait à peine de se remettre du tremblement de terre. Le courant revenait sur l’île. Seulement 22 villes sur 26 étaient réalimentés.

Le gouvernement de la province vient donc de rationner les 15 MégaWatts fournit parla central diesel de Sevilla town et hydroélectrique de Loboc.

Le courant est partiellement revenu à Tagbilaran. Les hopitaux, commerces et la distribution d’eau sont prioritaires.

Panglao qui se trouve en bout de chaine est rationné drastiquement.
