J'ai eu une reponse (mais je me demande encore si on peut faire une demande avec un visa touriste de 90 jours) sur un forum anglais:
It may be possible to obtain a Russian tourist visa in
Vietnam BUT all previous reports (see my website link below) indicate that they insist upon original documents for the invitation and accommodations voucher which means that you must pay for a courier service to deliver them from
Russia. This adds to the expense.
With a French passport, you may be asked to show travelers insurance that is approved or acceptable to the Russian government. Your UK partner doesn't need this as the UK and
Russia have some reciprocity for health insurance. OTOH your UK partner will need to fill out a longer, more complicated application.
I am glad that you are trying to keep your carbon footprint low but you might be interested to know that traveling from
Beijing to Europe by train will cost you considerably more than flying. The train isn't cheap and the cost of the visa isn't either.
If you plan to go through Mongolia, you will need a visa for this country as well. It cannot be obtained while on the train crossing the border. It can be obtained in
Beijing or at the border town of Erlian.
Please report back your experience in
Hanoi. If you can't get it there, your only option in that part of Asia is
Hong Kong. I know you don't want to hear this but there are budget flights from
Ho Chi Minh City to HK that may be cheaper than getting it in
Hanoi.
