Any hostel in Merzouga can arrange this service for you. When you book your stay at your chosen hostel (even if it's a bivouac), just let them know you'd like this.

Note that if you're heading to Merzouga in a regular tourist vehicle, you can explore quite a bit around the erg without a 4x4 (the paved roads are expanding) and without a guide.
