1. Bénéficiaires :
Pour bénéficier d'une carte de séjour mention "retraité", le ressortissant étranger doit remplir les trois conditions suivantes :
avoir résidé en France sous couvert d'une carte de résident,
avoir établi ou établir sa résidence habituelle hors de France,
être titulaire d'une pension contributive de vieillesse liquidée au titre d'un régime de base français de sécurité sociale.........La pension peut être de droit propre (retraite allouée à la personne qui a elle-même cotisé) ou de droit dérivé (pension de réversion).
2- Durée de la carte :
La carte mention "retraité" est valable dix ans.
3 Droits ouverts par la carte :
La carte de séjour "retraité" permet à son titulaire d'entrer à tout moment en France pour y effectuer des séjours d'une durée maximum d'un an. Le titulaire est ainsi dispensé de solliciter un visa d'entrée.
Le titre ne permet pas l'exercice d'une activité professionnelle.
4- Lieu de dépôt de la demande ;
L'intéressé doit déposer sa demande soit auprès de la préfecture de son domicile soit, s'il réside hors de France, auprès du consulat ou de l'ambassade dans son pays de résidence.
5- Pièces à fournir :
Pour une première délivrance de carte, le demandeur doit présenter :
passeport ou le document d'identité et de voyage dont il est titulaire et, le cas échéant, les indications relatives à l'état civil de son conjoint,
s'il est marié et ressortissant d'un Etat dont la loi autorise la polygamie, une déclaration sur l'honneur selon laquelle il ne vivra pas en France en état de polygamie,
la justification qu'il établit ou a établi sa résidence habituelle hors de France, ...(en algerie)
l'extrait d'inscription établissant ses droits (sous forme de notification) ou la dernière attestation fiscale, délivrés par l'organisme débiteur de sa pension de retraite (à défaut, une photocopie d'un de ces documents),
la justification qu'il a résidé régulièrement en France sous couvert d'une carte de résident,
trois photographies récentes et parfaitement ressemblantes. 6- Renouvellement de la carte :
La carte de séjour "retraité" est renouvelée de plein droit
7- Coût :
La carte est délivrée et renouvelée gratuitement.
8- Droits du conjoint :
Le conjoint du titulaire de la carte de séjour "retraité", qui a résidé régulièrement en France avec lui, bénéficie d'une carte lui conférant les mêmes droits, qui porte la mention "conjoint de retraité".

A ce point que faire? Doit-elle envoyer le dossier par courrier à la prefecture, ou peut-elle déleguer qq'un en France pour engager la procédure à sa place.
