Hi there,
Lisbon is a trendy destination and has become quite expensive for accommodation, both for tourists and locals who are struggling to find housing. Short-term rentals are everywhere, and in some central neighborhoods, you’ll see more tourists than actual Lisboetas.
There are quite a few well-located Ibis hotels in touristy areas (near the metro, close to a supermarket, etc.), but that might not be what you're looking for.
Otherwise, for lower prices, you’ll need to look further away from the touristy neighborhoods.
Lisbon hardly has a low season anymore, but from April onward, the number of tourists increases until summer, and in May, it’ll already be pretty busy.
