For accommodation for 4 people, I’d avoid Palma city center, which is often pricier, and look at Can Pastilla or S’Arenal for an aparthotel or apartment. First off, I’d recommend not going to Palma. If there’s one place in Mallorca to avoid, it’s that tourist ghetto ;) There are so many other beautiful things to see on the island!

For flights, check sites like Skyscanner or Kayak for comparisons. In just a few clicks, I saw that Volotea and Ryanair offer Toulouse-Palma routes.
