Visa rules will be tightened to stop abuse Maximum stay of 90 days for foreigners
By Chatrudee Theparat
Visa-on-arrival (VOA) regulations will be tightened for nationals of 41 countries to prevent abuse of the privilege and curb the rising number of illegal entries, according to the Immigration Police Bureau (IPB). Foreign nationals from those countries, including the US, China and India, will be able to stay longer but with fewer chances of renewing the VOA.
IPB commissioner Suwat Tumrongsiskul said nationals from those specific countries are currently allowed to remain in Thailand for 15 days maximum after the VOA is granted. The VOA is normally renewable once. However, some foreigners including tourists ''tiptoe around the law'' by resorting to so-called visa runs to extend their stay. Most take a bus to a border, check out of the country and then return the same day to have the VOA renewed.
They repeat the practice as many times as they wish, affording them almost unlimited stay in the country. The policy is largely intended to serve tourism.
Pol Lt-Gen Suwat said the change of the VOA rules is in order.
In future, foreigners from those 41 countries will be able to stay in the country for 30 days from the first VOA stamp, which will be renewable twice at most, each time for a maximum of 30 days. In other words, a foreigner will be permitted to remain in Thailand for no longer than 90 days in total after three VOA stamps.
The commissioner said the current system is prone to abuse as many foreign nationals make numerous visa runs so they can stay on long term to do business. In some cases, they have gone unregulated, causing social problems.
Official figures showed that about 400, 000 Chinese nationals were granted a VOA last year, and 18, 000 of them have stayed behind.
Around 200, 000 Indians made VOA visits last year and it was found that 16, 000 of them have not left. Pol Lt-Gen Suwat said the new VOA rules will be put into effect once approved by the Royal Thai Police Office. He said more information technology will be employed in the blacklisting system. The IT-operated immigration clearance system is now in use at 15 out of 55 checkpoints nationwide to check in tourists and screen out undesirable individuals. The technology lets the bureau enlarge its database of foreign visitors to identify those on the blacklist and expel them.
Pol Col Ittipol Ittisarnronnachai, head of the Pattaya immigration centre, said its IT-operated database is shared by many hotels and resorts in Pattaya to help track down blacklisted people. The technology has been credited with weakening the local mafia network.
The Betong immigration centre in Yala is also using the system to trace people of dual nationality, some of whom are believed to be behind the southern strife.
Pol Lt-Gen Suwat said more authority to issue visas will be delegated to regional IPB offices. At present, IPB chief inspectors are authorised to grant visas, and in future their deputies will also be able to approve visa requests

THAI Airways top management confirms date
BANGKOK, June 8 (TNA) - Bangkok's new Suvarnabhumi Airport is now set to open for commercial purposes on September 28, the Transport Ministry announced here on Wednesday.
The opening date of the Suvarnabhumi International Airport was set recently by the government commmittee on management and development of the new airport, Deputies Transport Minister Gen.Chainant Charoensiri and Mr. Phumtham Wechayachai told a press conference after a meeting here Wednesday with the board of directors of Thai Airways International Public Company Limited (THAI), the national flag carrier.
A new committee comprising of representatives of all parties concerned, including Airports of Thailand Public Co., Ltd. (AOT), the Customs Department, the Immigration Bureau, THAI and other international airlines, would also be set up to oversee the relocation of Bangkok's internatonal airport from the Don Muang Airport to the Suvarnabhumi Airport, the two ministers said.
The committee set-up will be complete by June 17 when Prime Minister Thaksin Shinawatra will chair a meeting of all the parties concerned to review all projects and plans involving the Suvarnabhumi Airport, including the remaining construction and decoration works, to ensure that the new airport will be opened as scheduled, according to the ministers.
Gen. Chainant oversees AOT, while Mr. Phumtham supervises THAI.
"Construction and decoration works at the Suvarnabhumi Airport have been nearly complete at the moment. Only some minor works are to be settled over the next four months; so, I can say we're now ready for the opening of the new airport, " said Gen. Chainant.
THAI will begin moving its offices from the Don Muang Airport in early September and will completely move to the new airport the night before its opening on September 28, according to the company's top management.TNA 2006-06-08-- Kind regards, Thaivisa SMS Support

BANGKOK: -- Bangkok Airways Friday suspended all flights between Bangkok and Samui due to heavy downpours, which caused flooding across the popular tourist destination.
"The heavy downpours are continuing and we can't say at this point when the flights can resume, " Koh Samui Airport director Sirichai Charoenrat said.
Bangkok Airways, which built the only airport on Samui, is the only operator to operate flights between Bangkok and Samui. Generally, there were 20 daily flights from Bangkok to Samui.
However, Sirichai Friday said the suspension of flights would not affect many tourists because it was now during the low season.
"Aside, we will immediately resume the flights as soon as we are sure that the visibility improves to a level that passenger safety is guaranteed, " he said.
Koh Samui district chief Thirayuth Iamtrakoon said the main road around Samui, a popular island in the country's South, was flooded.
"The floodwater is between 20 and 50 centimetre high, " he said.
He said some 200 rescue workers now spanned across the island to help tourists affected by the inundation. The Nation 2005-11-25

New Navi Mumbai International Airport
India inaugurates the new Navi Mumbai International Airport and the final phase of Mumbai’s Metro Line 3—a major turning point for the country’s infrastructure.
Mumbai, India’s economic capital, is entering a new era of modernization. The Indian government has officially inaugurated the Navi Mumbai International Airport, one of the country’s most ambitious infrastructure projects, along with the final phase of Metro Line 3, a key axis to ease congestion in the megacity.
The Navi Mumbai International Airport (NMIA), located about 35 km from the city center, aims to eventually handle up to 60 million passengers per year. Built to reduce pressure on the already saturated Chhatrapati Shivaji Maharaj Airport, it features ultra-modern facilities, sustainable design, and cutting-edge technologies for air traffic management and energy efficiency.
At the same time, the completion of Mumbai’s Metro Line 3, connecting Colaba to Bandra-SEEPZ, marks a major advancement in urban mobility. This 33.5 km underground section will significantly reduce travel time and congestion in a city known for its chronic traffic jams.
These two projects reflect the Indian government’s commitment to transforming Mumbai into a global hub, combining connectivity, sustainability, and economic development.
The Navi Mumbai International Airport (NMIA), a project two decades in the making, has finally come to fruition. Phase one of the airport was inaugurated Wednesday by Prime Minister Narendra Modi, in the presence of Chief Minister Devendra Fadnavis and Deputy Chief Ministers Eknath Shinde and Ajit Pawar. Although the first phase, which includes Terminal 1 and Runway 1 with 10 bus gates and 29 aero bridges, has been inaugurated, flight operations will not begin immediately.
"Post-inauguration, the airport will be handed over to the Central Industrial Security Force (CISF) for a security sweep, which could take 30 to 45 days. We also need to mobilize customs and immigration teams and complete end-to-end testing, which is a 45-60-day process," said Arun Bansal, CEO of Adani Airports Holdings Ltd, developer and operator of the NMIA, during a press briefing at the NMIA premises Monday. Even though an exact date hasn’t been announced, NMIA CEO Captain B V J K Sharma and Bansal said commercial flights are expected to begin in December 2025. Plans of major carriers Three major airlines—Air India, Akasa Air, and IndiGo—have already signed on to shift part of their operations to NMIA. Last month, Air India announced plans to start with 20 daily departures (40 air traffic movements) through Air India Express, connecting 15 Indian cities in the first phase. By mid-2026, it aims to scale up to 55 daily departures, including up to five international flights. IndiGo, which made its announcement in May, plans to operate 18 daily flights to more than 15 cities from the first day of commercial operations and intends to expand to 140 daily flights—30 of which will be international—within 18 months. In June, Akasa Air said it will start with 15 daily domestic flights, scaling up to over 300 domestic and 50 international flights a week within a few months. When asked which airline will operate the first flight, Bansal said, "We want all three airlines to be there on Day 1. It depends on who has the earliest slot that day, and the destination choice lies entirely with the airlines." Operations to begin with 12-hour window In the first month, flights will operate between 8 am and 8 pm, with the 12-hour window likely to be extended as operations stabilize. Although NMIA’s full capacity is 40 air traffic movements (ATMs) per hour, the initial phase will handle 10 ATMs—allowing 10 aircraft to land or take off every hour. Airlines are expected to announce routes and ticket sales soon. Touted as an international aviation hub, NMIA positions Mumbai alongside global twin-airport cities such as London, Dubai, and New York, and plans to launch both domestic and international operations from Day 1. Concession for international carriers When asked if international carriers will be given any concessions, Bansal said, "For international airlines, we will not charge them parking fees for the first year." The duo added that NMIA aims to reclaim Mumbai’s rightful place on the global aviation map. "For a decade… travelers didn’t have a choice—airlines couldn’t get additional slots (at the Mumbai airport), so traffic shifted to Delhi. We are course-correcting that with NMIA. It won’t happen overnight, but over the next five–seven years, you’ll see the change," said Bansal. He noted that Mumbai currently lacks direct flights to major destinations in Europe and the U.S., something NMIA hopes to change. "If you see east-to-west flights, Mumbai is a natural stop," added Sharma. As reported earlier, NMIA will eventually feature four terminals and two parallel runways, with a total capacity to handle up to 90 million passengers per annum (MPPA), compared to 20 MPPA in the first phase. In the long term, the airport aims to serve as a key transfer hub between the East and the West, enabling passengers from Southeast Asia to connect seamlessly to Europe and North America.

Review of a cruise on Le Lirica (Greek islands, Egypt)
Hi everyone,
A little feedback on our 12-day cruise in early November on the Lirica.

The Lirica is a human-sized ship with 2,500 passengers for an old-school cruise—no extra-charge themed restaurants or bars, but large lounge bars with plenty of seating. We had no trouble grabbing a drink. The meals are decent, the staff is always helpful, but the ship is starting to show its age, and the cabins aren’t exactly fresh anymore. The low point: the shows were the worst we’ve seen in eight cruises—barely up to camping standards.
Day 1 Boarding in Venice. Since the ship now departs from Marghera, there’s a transfer from the terminal to the ship by water shuttle. Day 2 At sea. Day 3 Katakolon We’ve already visited Olympia twice, so we did some shopping at the port and the only shopping street. Day 4 Heraklion Excursion with MSC to the Palace of Knossos and shopping. It’s a bit pricier than doing it on your own, but you get the guide’s explanations.

After visiting the palace, we explored Heraklion—a very lively city.
Day 5 Rhodes The ship docks just steps from the old town, a magnificent city surrounded by its ramparts.

Visit to the Palace of the Grand Masters.

English translation pending
Bonjour,
http://www.vientianetimes.org.la/FreeContent/FreeConten_Laos%20mulls.htm
--
Wholly owned by Laos's influential Phongsavanh business group, LCA is embarking on a major expansion to strengthen its initial target market _ Laos-Thailand _ and extend its reach to various key Asean cities. On the radar screen for the longer term is the debut of intercontinental flights, to Europe, from LCA's Vientiane hub with the acquisition of Boeing 777 long-range wide-body jets, LCA chief executive Savanhphone Phongsavanh told the Bangkok Post. Setting the stage for the aggressive regional expansion of LCA, which only took to the skies in May 2012, is the roll-in of a fleet of Russian-made Sukhoi Superjet 100s that commenced last month. The Vientiane-based full-service airline signed a contract with Sukhoi Civil Aircraft Co in March 2011 for three single-aisle SSJ100s in a two-class configuration with 93 seats, with an option for an additional six jets. LCA received the first SSJ100 on Feb 15, making it the first operator of such aircraft in Southeast Asia. It has also set firm dates for taking delivery of the second and third SSJ100s, in May and August this year. With the service entry of the three SSJ100s, which are joining LCA's original fleet consisting of two old Boeing 737-400s, the airline intends to gradually launch more than seven international routes in the region. Over the next few months, LCA will begin regular service from Khon Kaen to Luang Prabang, the second Thailand-Laos route after Bangkok-Vientiane, LCA's first and only international route, said Mrs Savanhphone, the daughter of Laotian tycoon Od Phongsavanh. Six other international routes in the pipeline are Vientiane to Hanoi, Ho Chi Minh City, Phnom Penh, Siem Reap, Kuala Lumpur, Singapore and Kunming.

AUGE & OHR – EAR & EYE Begegnungen mit Weltmusik Encounters with World Music Edition Neue Zeitschrift für Musik Mainz, 2004
Les auteurs des textes sont : Robert Wyatt, Charlie Mariano, Charlotte Greig, Mauricio Kagel, Thomas Meinecke, Pauline Oliveros, Jah Wobble, Roman Bunka, Terry Riley, Mike Svoboda, Christian Burchard, Gerhard Stäbler, Fritz Hauser, Rüdiger Carl, Arnold Dreyblatt, Toshio Hosokawa, Mike Adcock, Hartmut Geerken, Myra Melford, Clive Bell, Justin Adams, Ben Mandelson, Joe Mogotsi, Malcolm Jones, Lol Coxhill, Amelia Cuni, Franz Koglmann, Frank Wolff, Robyn Schulkowsky, Colin Bass, Christian Zehnder, Sylvia Hallett, Kudsi Erguner, Andreas Koll, Stuart Brotman, Simon Mayor, Adriana Hölszky et Teodoro Anzellotti.
My wife introduced me to Flamenco first because she liked to go to Spain. Although we would only go to the north of Spain, there is so much internal immigration where people from the poorer rural south have gone to find work in the industrial north. So there is a sizeable Andalusian community around Barcelona. In some ways immigrants are more passionate about sustaining their culture than people who still live where they come from. So these Southerners now found themselves in the villages around Barcelona, and when they were not working they had their social occasions called peñas. There was friendly rivalry about which is the real home of the best Flamenco: Cordoba, Seville or Granada.
We were caught in a fascinating social world. The first thing I noticed as a refugee from rock music was that at a peña every generation would be represented in a very simple room: there would be the grandfather and grandmothers starring stonily at the young people. They said: they love to sing but they don't know anything talking about the younger generation. At the end of the evening sometimes they would get up and you would get this fantastic sort of high singing. These old people were like good wine: they got better and better. That was accepted by everybody. There were also children who were brilliant, and sexy young women and men - there seemed to be room in this culture for every age.
Nearly all dances seemed to be gypsy dances. What gypsies often seem to do is to preserve a bit of the culture in the country where they live, longer than the natives. They live in a kind of time warp. When we were there the gypsy women were going around in high heeled shoes, tight skirts and fur coats and big hair, while the Spanish women were all feminists in jeans. But these gypsy women were tough cookies and any men who stepped out of line got a real earful.
The music itself is just not anything which I would call European, apart from the fact that it is anchored in guitar chords and the guitar is tuned, as all European instruments are. But for the singing it's clear that the notes are definitely not quite part of that. It is fascinating to hear the singing. The singers are very secure in finding the spaces between the notes which would be considered out of tune, and that's done with such authority that you notice there is no such thing as out of tune. Everybody knows it. But they are just playing music that hasn't been tamed yet. It's anchored but not tamed. It takes enormous discipline. As a musician who used to play music which was quite difficult to learn, I was impressed to find a folk music that was so difficult to follow even rhythmically. If you tried to clap along as a tourist you have to be careful. You have to know where you are clapping and where the beats are.
There are various types of songs, based on dance. Some are very slow - out of tempo. Some are rather Cuban influenced, Mexican influenced.
The sheer power of the singing is in such contrast to modern singing which is based on the assumption that you have a microphone. That has been a big influence on singing, because it means that the old discipline where everybody had to learn to sing extremely loud doesn't often apply. But in Flamenco it definitely does. It's raw soul music.
Flamenco is especially Spanish in a strange way. It has definitely absorbed some Spanish folk tradition but there are also a lot of Arabic influences. Because Andalusia was the jewel in the crown of the Islamic empire in its heyday and was Islamic for a very long time, there seems to be a very specific Arabic input of art music of the most refined type. It has filtered through the local dances and that seems to be really where the distinctive Flamenco style derives from. So it's a culture that cannot be identified as specifically European. It bursts the boundaries and the limits set upon it by the harmonic major-minor scales of European music. It is a defined stand from outside. Anybody who is interested in avant garde culture should admire the strength of conviction which stops Flamenco ever quite fitting into an European stereotype.
