Moi j'ai été marié à un Cubain et cela a pris 2 ans d'attente, de papier, etc.... et tu sais seulement a la fin s'il est accepté mais ils peuvent refusé faut en être très conscient...
En 2000 et je ne pense pas que cela doit avoir bien changer depuis... il y a tellement de papier que parfois on se demande s'il nous niaise... car en démeurant au québec tu dois emplir le double de papier et il doit être accepter au canada et au quebec et le pire c'est d'avoir l'accord de Cuba aussi...papier de l'état civil, examen médical, papier pour savoir si il y a un dossier judiciaire, avoir un passeport, etc... s'il a fait de l'armée, des hautes études, enfant a charge, etc (car parfois tu dois payer pour cela).... et les frais... parlons-en......
Du moment où j'ai envoyé mes document au jour où mon mari a eu son visa ça l'a pris 5 mois et demi. 3 autres couples que je connais ont eu à peu près le même délais. Pour 2 autres couple, ça l'a pris un peu plus qu'un an car leurs papiers avaient des erreurs et leur dossier est revenu.
Ce qui peut faire que c'est plus long: expiration de l'examen médical, expériration de l'antécédent pénal, entrevue, formulaires manquants, erreur en remplissant les formulaires, expiration du passeport etc....
Les raisons de refus du parrainage sont clairement indiqués dans le guide. Et les raisons de refus de la résidence permanente sont entre autre si la personne de Cuba a un dossier criminel et les mariages de convenance.

Ta question portait sur les délais. J'ai envoyé mon dossier à Mississauga le 16 avril, ils l'ont reçu le 18. Ils ont transmis le dossier à La Havane et à Immigration Québec (MICC) le 14 mai. Je viens de recevoir hier (9 juin) les documents du MICC que j'ai signés et retournés, afin que le MICC m'envoie le certificat de sélection du Québec. C'est plus rapide que prévu, normalement le MICC prend 6 semaines pour envoyer les documents...
D'après tous les gens que je connais qui ont fait le processus récemment, ça prend normalement environ 6 mois à partir de l'envoi du dossier jusqu'à l'émission du visa. Ceci dans une situation normale, sans complications (pas de casier judiciaire, pas de maladie grave, pas d'entrevue à l'ambassade, etc.).

Je ne sais pas vraiment quand est-ce qu'ils passent des entrevues. Sûrement quand ils ont des doutes quant à l'authenticité du mariage (quand ils soupçonnent que c'est un mariage de papier juste pour faire venir l'immigrant au Canada), ou quand l'historique du cubain n'est pas claire (ils demandent tous les emplois qu'il a occupés depuis l'âge de 18 ans ou depuis les 10 dernières années selon la période la plus longue: donc s'il y a des trous ou des dates qui ne marchent pas, je pense qu'ils vérifient cela de près...). Ou quand le cubain a déjà fait une demande d'immigration refusée...
Je ne sais pas s'il y a d'autres raisons pour convoquer une entrevue. Mais peut-être aussi qu'ils font un certain nombre d'entrevues "au hasard", un peu comme Revenu Canada fait un certain nombre de vérifications au hasard chaque année... Je n'en ai aucune idée, je spécule, là...
Mais en ce qui concerne le délai, si tu passes 6 mois là-bas je ne sais pas si tu pourras faire toutes les démarches à partir de là-bas. Par exemple le Québec va t'envoyer à toi des formulaires que tu dois signer et leur retourner, et ils t'envoient le certificat de sélection à toi, et tu dois le remettre à ton mari. Je ne suis pas sûre qu'ils peuvent t'envoyer cela là-bas, il faudrait que tu t'informes en appelant au MICC. Pour ce qui est de Immigration Canada, j'imagine que ça ne change pas grand chose si tu envoies le dossier au Canada à partir de Cuba, mais c'est sûr que les délais postaux seront beaucoup plus longs, donc 6 mois ce n'est peut-être pas réaliste...
