Aucun problème pour acheter une voiture sans avoir de permis.
Venez impérativement avec le permis international et passer votre permis Thaï. C'est facile et de nombreux post ici sur VF traitent de cela dans le détail.

Vous n'avez pas de bail en Thaïlande. Le "contrat" de location court le temps pour lequel vous avez payé. Je m'explique, si vous payez votre loyer chaque mois, vous pouvez partir à la fin de ce mois, sans autre indemnité.

Il est possible de scolariser vos enfants dans une ecole internationale, ils obtiendront un visa etudiant sous condition que l'ecole soit agree par le ministere de l'education Thai et se soit registre a l'immigration, ce qui est le cas pour la plupart des ecoles.

Pas vraiment d'arnaque a eviter, faire attention a la signature du contrat et s'assurer ques les factures d'electricite sont a payer directement et non pas aux proprietaires qui sera laors tente de charger plus.

pour acheter un vehicule et l'enregistrer a votre nom, il vous sera "normalement" demandé par le bureau des transports un certificat de résidence , formulaire délivré et signé par le bureau de l'immigration de votre lieu de résidence
( cas concret d'un achat réalisé en fevrier 2010 pour un vehicule d'occasion par un résident francais )
pour le permis de conduire, vous pouvez échanger votre permis international pour un permis thai ( un certificat médical et quelques papiers en plus ) a partir du moment ou vous avez votre certificat de résidence
effectivement tout ( ou presque) est possible en Thailande !
par contre beaucoup de choses sont possibles mais ne sont pas conformes a la regle ou a la législation ou a l 'esprit de la loi

Quelques précisions:
Je n'ai pas eu à fournir la preuve de ma résidence. L'employée de l'immigration m'a simplement demandé ou j'habitais et elle l'a écrit.
Concernant les démarches à l'office des transports, le garage s'en occupe pour l'achat d'une voiture neuve ou d'occasion.
Pour l'achat d'une Toyota neuve, l'assurance est gratuite pour une année.
Sans être résident, l'achat d'une voiture se paie cash.

Je pars en Octobre 2010 dans le cadre d'une année sabbatique également, pouvez vous m'en dire plus sur le visa ED car jusqu'à présent on ne m'a proposé qu'un visa multi entréés (3mois renouvelable).
Pour le visa ED, rien de plus simple, il faut vous inscrire dans une école de langue Thai et y suivre un minimum de 180 heures à l'année, recherchez sur Google , ou voilà un exemple, www.thaiwalen.com et cela vous donne le droit à un visa d'un an renouvelable tous les trois mois ( sans la galère des visas runs ).
Je pense qu'il vous est possible de le prolongé pour 3 ans en totalité.

Il à trois écoles de ce groupe sur Bangkok, Pattaya et Chiangmai ( ouverture prochaine sur Phuket ).

Après ces 2 mois, mon ami rentrera en France tandis que que je poursuivrai l'aventure pendant les 8 ou 9 mois restants avec l'espoir de monter une affaire dans le domaine de la restauration voir en Import/Export. Où, je ne sais pas encore, je me poserai là où bon me semblera. Voilà pour l'entrée en matière !o!
La question que je me pose c'est de savoir si financièrement ce n'est pas trop pénalisant d'opter pour une école Thai pour régler ces fameux problèmes de visa !!!

180 heures de cours Thai sont à 595€, je sais que votre mobilité est certainement réduite si vous devez suivre des cours, mais l'attrait d'au moins pouvoir dire plus que trois mots en Thai avec les locaux après quelques mois rends l'école de Thai intéressante(ça aide pour l'intégration aussi).
Pour un Business en Thailande, il vous faudra un Visa B je penses.
Je crois que pour un Farang, il faut revenir dans son pays d'origine pour l'obtention d'un nouveau visa multiple entrée, donc au niveau du coût, c'est certainement plus important..
