Let’s not generalize too much—it really depends on the country. Thankfully, there are plenty of places in the world where you don’t need this document, which, by the way, is outrageously complicated to get for French licenses.

The name of the license isn’t the issue; what matters is the vehicle category indicated on the license. I know there are 500cc scooters, but I assume we’re talking about 50cc, 80cc, 100cc, or 125cc ones.

No, for a scooter that always exceeds 50cc, it's the A license. The training for 125cc recognized in France isn't valid elsewhere—especially not in Southeast Asia.

Let’s not generalize either; it really depends on the country. Fortunately, there are plenty of places in the world where you don’t need this document, which is, by the way, outrageously complicated to get for French licenses.
