Do you need a license to rent a scooter in Sri Lanka?

Hi there, we’re spending March in Sri Lanka, and on several blogs travelers mention they’ve rented scooters or mopeds. On government info sites, it seems they say you need a Sri Lankan license to rent these vehicles. Have any of you run into this kind of issue? Thanks, Marie

Hi, No foreign driver’s license is recognized in Sri Lanka; driving without a local license exposes you to a fine (around 50 €) and the seizure of the vehicle. However, it’s rare for local police to check white foreigners. It’s a risk you choose to take knowingly. You can have your French license transcribed by going through the local Automobile Club.

I rented a scooter for 2 days in Jaffna directly through my accommodation. No license was asked for. There are a lot of police checks in this region. Twice I had to stop, but no paperwork was checked—the police (like most of the locals) were just happy to chat with foreign tourists and wanted to know if we liked the area.

Hello/Vanakam As Oldplatypus perfectly answered, any police checks in the Jaffna province will only be friendly, just like the locals you’ll be lucky enough to meet during your walks 🚶 or games 🏐 here and there in this stunning region of Sri Lanka. So, those stories about invalid licenses and fines of 50 € 🤑... Have you already been here with that kind of experience? If so, tell us about it!

Thanks for taking the time to answer my question. I had indeed read that a Sri Lankan license was necessary to use a motor vehicle, but I was hoping the police would turn a blind eye. You’ve reassured me. Unless you’re staying a long time in the country, I think few tourists convert their license, so I’ll take my chances. Since you mentioned the Jaffna region, do you have any tips for visiting? As the area is quite remote, I’m hesitant to go. How many days would you recommend spending there? Is the journey back to Colombo easy (bus, train?)? Thanks, have a good evening. Marie

Thanks to all of you for the answer that matches what I read on the government website. My question was about your scooter rental experiences to see if any of you have been fined. This happened to us in Thailand because the renter didn’t provide a helmet for the passenger—the police were looking to make a little money and stopped all the tourists to fine them.... The other messages are pretty reassuring about the risks involved 😏

Thanks for this reassuring answer. It’s true that between the law and its enforcement, there’s sometimes a bit of leeway from the authorities. Good for us... and for the scooter rental shops too! :)

I left Anuradhapura to head to Jaffna by bus because the railway was under construction at that time. I had to change buses in Vavuniya, but I didn’t have to wait. No particular issues. On the way back, I took the bus from Jaffna to Trincomalee without any problems either.

Personally, I spent 3 nights in Jaffna. I think you shouldn’t spend any less time there. I rented a scooter for 2 days. On the first day, I explored the Point Pedro area. On the second day, I visited the islands. As soon as you leave Jaffna proper, it’s very quiet with little traffic. I had a lot of interactions with the locals. It’s amazing how happy they are to see foreign travelers in their region. Even a police officer and a soldier wanted to take a selfie with me.
