un refus de visa français est-il systématiquement justifier par l'ambassade??

je veux juste savoir si lors d'un refus de visa étudiant, alors que toutes les conditions sont remplies et que le dossier est complet, il est possible que celui-ci ne soit pas justifié (comme c'est le cas pour les visas touristiques).
dans mon cas cela concerne un nepalais pour qui la demande sera faite (si elle est faite) à l'ambassade de france au népal.
pour un visa touristique meme si tu remplie les conditions demandé par l'ambassade, ta 50% de chance d'avoir le visa, pour un étudiant qu'a un dossier COMPLET le pourcentage pour ne pas avoir un visa est de 3%... c'est très très rare..
mais dans tous les cas les refus des ambassades sont tous SANS COMMENTAIRE.

j'ai obtenu une admision pour étudier en master Erasmus mundus
ma 1ere année sera en France(à polytechnique de Nantes) et la 2ieme en Espagne.
j'ai obtenu aussi une bourse pr financement de mon séjour en FRance et Espagne;
jai un logement qui est juska present reservé à mon dans une résidence universitaire à Nantes France;
après avoir obtenu cette admission; j'ai passé un entretient au campus france à yaoundé sans aucune difficulté et mon dossier a été validé puis transferé au consulat de France. une attestation de préinscription m'a été délivrée par campus France et cette attestation confirme que mon admission est acceptée... les responsable de campus france m'ont contacté par téléphone et m'ont confirmé la validation de mon dossier puis m'ont demandé de passer au consulat de france déposé mon dossier de visa.
j'ai donc déposé mon dossier le 1er septembre dernier et ma demande de visa a été refusée; le motif de refus etant que "l'avis de Campus France était défavorable". ce motif m'a été adressé par email par le consulat lorsque moi et mon université d'accueil avons demandé à savoir ce qui avait manqué dans le dossier.....
je me suis donc rendu à campus france pour savoir la raison de l'avis défavorable alors que leur attestation confirme mon admission. tout ce que j'ai obtenu etait de "faire une requete au consulat". de plus les responsable de campus france déclarent qu'ils ne donnent plus d'avis pour les dossier de visa.
j'ai déposé une requete auprès du consulat de france depuis le 13 sept dernier mais jusqu'au jour d'aujourd'hui je reste sans réponse.
je voudrai savoir comment je peux faire; je ne sais pas qui peux m'aider à obtenir mon visa car je rempli toutes les condition de demande de visa étudiant et je suis toujours attendu en france pour suivre cette formation

I’m heading to Bangkok for a 5-month internship, and I’m wondering about the budget because I’ve read all sorts of things—so I decided to post here to get answers tailored to my situation! :D I found housing that costs me 7,000 baht (I know it’s a bit pricey, but it’s super convenient...), which works out to about 160 € all-inclusive. So, I was wondering if it’s realistic to live on 500 or 600 € per month, and if so, under what conditions? Is that enough, considering I’ll be working 40 hours a week?

Our departure time is getting closer (we have less than 2 years left—it’s both a long time and so short!). To start preparing seriously, we’ll need quite a bit of info. If anyone knows the rates charged by movers for a crate to French Polynesia, or what pitfalls to avoid (I know you can get quotes directly from movers, but I’d love insights from actual customers😉).

Hi, I’m a self-employed physiotherapist in France, and as my wife (a nurse) and I look into working abroad in about two years, I’ve been offered an equivalence to become a respiratory physiotherapist in Switzerland. Actually, I’m currently doing a postgraduate diploma in pediatric respiratory physiotherapy and want to specialize in that area. Starting this spring, we want to settle near Aix-en-Provence. We're tired of living in the mountains with all the snow—we really need some sunshine and a fresh start.
