bonjour

"Rentals originating in the United States (USA) can be driven throughout the USA and Canada. Vehicles cannot be driven into Mexico."
====================================================================
Hertz cars may be driven into Mexico, but the following restrictions apply:
Applicable only for Economy Car, Compact Car, Intermediate Car, Standard Car, Fullsize Car, Premium Car, Standard SUV, Fullsize Van, Intermediate Van, Minivan, Fullsize SUV, Standard Recreational Vehicle.
The customer must check at the renting location at the time of rental for authorization and purchase of the mandatory Mexican Insurance Policy.
The basic Mexican insurance coverage allows travel up to 250 miles into Mexico.
Gold members must purchase the Mexican Insurance Policy at the Hertz counter.
The price for Mexican insurance is:
Economy Car, Compact Car, Intermediate Car, Standard Car, Fullsize Car - USD 35.00 per calender day vehicle is driven into Mexico.
Premium Car, Standard SUV, Fullsize Van, Intermediate Van, Minivan, Fullsize SUV, Standard Recreational Vehicle - USD 45.00 per calender day vehicle is driven into Mexico. Mexican law does not allow Mexican citizens to bring a U.S. vehicle into Mexico, or operate a U.S. vehicle within Mexico. The sale of Mexican insurance to a citizen of Mexico is not permitted.

Dear Thierry Soulas,
Thank you for you contacting Alamo Rent A Car regarding driving into Mexico.
Alamo allows certain rental vehicles to travel into Mexico from select locations. Customers traveling into Mexico must purchase Mexico Insurance in the following locations in Arizona, California, and Texas: Flagstaff, Phoenix, San Diego, Austin, and San Antonio.
Select corporate contracts have negotiated for additional locations. If you have a corporate contract that allows for the additional locations specific for corporate renters, please confirm with your travel department the locations in which you can purchase Mexico Insurance.
Please review the below for detailed information on Mexico Insurance:
• Mexico Insurance provides coverage in Mexico only, not the U.S. • One-way rentals are not allowed and the vehicle must be returned to the rental location. • The car classes allowed into Mexico are the economy through full size car classes only. • The cost of the Mexico Insurance will be calculated by calendar days, while the cost of the rental will be based on 24 hour days. • A Mexico Insurance Certificate will be provided to be signed at the time of rental for careful review as the terms and conditions of this coverage must be followed or the coverage will become void. • To be eligible, the driver must be 25 years old with a valid, major credit card in their name. • Mexican citizens are not allowed to cross the border in a United States registered vehicle. • U.S. Citizens, Mexican Citizen with a legal United States residency (must show original “U.S. Legal Resident Card”), Naturalized U.S. Citizen (must show original "certificate of Naturalization"), or a citizen of another country will be eligible to drive into Mexico from these select locations.
To cross the Mexican border, a customer must purchase a permit from Mexico at the first port of entry. To obtain the permit, customers will need a copy of their Rental Agreement, a major credit card, a copy of the title of the vehicle, and the Authorization for Use in Mexico form (unless entering the San Diego check point). The location will provides all needed documents at time of rental.
Sincerely, Lashaye
