As far as I know, to get a Vietnamese passport, you need Vietnamese nationality. If you’re a Viet Kieu (a Vietnamese living abroad without a Vietnamese passport), you should check with the Vietnamese consulate to see, for example, if you meet the requirements for Vietnamese nationality (or to get a Vietnamese nationality certificate).
