Cela fait quelques années que je ne me suis plus connecté à VoyageForum (honte sur moi), et je constate avec plaisir que l'esprit n'a pas changé depuis le tout début 🙂
Je poste un message pour la raison suivante: j'ai l'opportunité d'aller travailler à Khartoum pour une grosse ONG pendant un an à partir d'avril prochain. Ne connaissant pas trop la région (j'ai plutot voyagé en Inde et Asie ces dernières années), il y a pas mal de questions variées que je me pose aujourd'hui avant de prendre ma décision finale... Toute réponse partielle ou complète à l'une ou l'autre de ces questions est bienvenue !
1) J'ai lu des avis partagé sur la ville même: certains disent qu'il n'y a rien à y faire, que c'est un "trou", d'autres que la ville est très agréable et les gens extrêmement accueillant... je dois dire que j'ai encore du mal à me faire une idée. Vos avis ?
2) D'un point de vue sécurité, on est loin du Darfour (bien que je serai amené à y aller de temps en temps sans doute), mais le pays n'est pas connu pour sa stabilité, et le régime en place pour sa popularité. D'un point de vue global donc, qu'en est-il aujourd'hui? est ce que cette instabilité se ressent encore ?
3) Au niveau sécurité dans les rues de la ville, qu'en est il ? est-ce qu'un ressortissant européen respectueux des règles fondamentales est en sécurité, ou faut-il faire attention à chaque coin de rue?
4) J'ai entendu dire que le réseau de téléphonie mobile était assez développé que pour pouvoir communiquer avec l'Europe sans problème, de même que Internet; est ce la réalité?
5) D'un point de vue hygiène alimentaire, pour peu que l'on applique les règles de base (purifier l'eau, boire de l'eau à la bouteille, etc etc), y a t'il un danger quelconque ?
6) Comment sont perçues les ONG aujourd'hui après des affaires du genre "l'Arche de Zoé" ?
7) En bref, si cette opportunité se présentait à vous, est ce que vous le feriez? Je dois prendre ma décision dans les 2 semaines (rapport à mon boulot actuel), donc tout conseil, remarque, suggestion est bienvenu !!!

En fonction de mon séjour là-bas (fin 2006), de mes discussions avec un nigérien de l’UA travaillant dans le cadre de l’AMIS (Darfour), de l’un ou l’autre soudanais avec qui il a été possible de parler politique et autres sujets « critiques » (arabité, régime islamiste, …) ainsi que d’un allemand (qui a travaillé un an pour une ONG berlinoise) croisé à Asmara (fin 2007), voici quelques tentatives de réponses.
1) Khartoum n’est ni Paris ni Dubaï mais la partie sud de la ville (les extensions situées au sud de Souq Al Arabi) est la partie la plus riche de la ville. Il y a des bars branchés et quelques activités. Bien entendu, pas d’alcool (très cher au marché noir) et pas de véritables discothèques mais moyen de s’occuper malgré tout. Gens accueillants, aucun soucis de ce côté.
2) Hormis l’incursion de la colonne rebelle dans les faubourgs d’Omdurman et, par le passé, quelques défaites cuisantes de l’armée d’El Bechir, il n’y a pas eu d’actions qui ont pu/su/voulu renverser le régime en place. Khartoum est hyperflicé et l’ambiance bien plombée.
3) Quelques check-points avec technicals et hommes en armes sur quelques grands axes dès la tombée de la nuit. Rues calmes et pas de mesures particulières à prendre. Bémol pour la partie de la ville (périphérie) qui regroupe des réfugiés divers (sud et/ou Darfour)
4) Bon réseau de téléphonie mobile. Avait utilisé le système des scratch cards.
5) Rien à signaler. Prendre les mesures de bon sens, rien de plus
6) Le problème des ONG au Soudan, ce n’est absolument pas les suites de « L’Arche » mais bien le fait qu’elles sont toutes perçues comme l’allié et l’espion du TPI. Déjà en 2007 (et pourtant avant que le TPI ne s’intéresse de près à « notre ami » Omar), toutes avaient déjà des bâtons dans les rue et quitter Khartoum était déjà très compliqué.
Les derniers événements (confer La Haye) ne rendent pas la situation plus facile…
Le régime fait néanmoins planer des menaces sur les humanitaires et les ONG de toutes sortes.
7) A titre personnel, on me le propose, j’accepte. Je veux bien admettre que j’y ai été comme touriste (indépendant, individuel) et que tout n’est pas rose, loin de là mais je connais peu d’ONG qui travaillent à EuroDisney…
J'ai depuis quelques jours pas mal de contact avec quelques personnes travaillant ou ayant travaillé au Nord Soudan, et les impressions sont pareilles.
Je me suis également procuré le Bradt Guide Sudan qui donne pas mal d'infos aussi.
Le plus dur dans le fait de partir, c'est de franchir le seuil de sa propre maison, après, ça va tout seul ^^

Nouveau sur ce site, je viens à la pêche aux informations.
En effet j'ai la possibilité de venir travailler au Soudan à Khartoum à compter de l'été 2009. Je serai accompagné de ma femme et je souhaite obtenir quelques renseignements complémentaires afin d'améliorer ma connaissance sur ce pays.
Concernant les moyens de communication avec l'étranger qu'en est il du réseau internet et téléphonie ?
Concernant la réception de programme de télévision français, est elle possible et si oui par quel biais ?
Concernant la qualité de vie pour les épouses, qu'en est il au regard de la Charia qui régit la vie féminine au Nord du pays selon mes sources ?
Vaut il mieux acheter un véhicule sur place ou bien faire importer son véhicule ?
D'une façon générale je suis preneur de toutes informations au regard de la qualité de vie (coût de la vie, moyens nécessaires tel que climatisation, groupe électrogène etc... ) pour les expatriés au sein de ce pays qui me semble assez fantastique à découvrir.

If anyone knows the rates charged by movers for a crate to French Polynesia, or what pitfalls to avoid (I know you can get quotes directly from movers, but I’d love insights from actual customers😉).
