D'après certains, dont l'ADIS, les sénégalais acceptent les carnets ATA pour 6 mois et c'est actuellement l'ICC (et donc les CCI) qui bloquent.
Il semble bien qu'il s'agit d'un triste problème de communication .
La décision des douanes sénégalaises ne peut être appliquée que s'ils envoient à l'ICC à document officiel à ce sujet .Or il n'ont fait parvenir que la circulaire du 4 Juin que j'ai fait parvenir à certains et qui a été publiée par Madame Laurence Bottier de l'ICC. Or cette circulaire ne mentionne qu'un accord pour les CPD , (les douanes à cette date semblant ignorer que les CPD n'étaient plus délivrés pour le Sénégal par l'automobile club) et ne fait aucune référence aux carnets ATA des CCI.Elle n'est donc pas applicable pour annuler le refus officiel des carnets ATA en 2008 et permettre à l'ICC de revoir le problème. On comprend bien qu'un organisme comme l'ICC ne puisse travailler qu'avec des documents officiels.
Alors, au lieu de dire, comme certains que les CCI "'jouent les chochotes" ce qui serait intelligent serait de dire à la douane de notifier par un document officiel à l'ICC qu'ils reconnaissent les carnets ATA pour qu'on ait des chances que la situation puisse se rétablir.....
Et ils sont d'autre part disposés à faire une formation aux douaniers sénégalais, comme on le leur a demandé.

Il suffit pourtant de lire les différents sujets traitant de l'entrée des véhicules au Sénégal...
Ils sont très clairs: il est IMPOSSIBLE* depuis quelques temps et actuellement d'entrer au Sénégal avec son véhicule, et tant que les autorités sénégalaises n'ont pas changé leurs dispositions.
* sauf pour dédouaner son véhicule si son âge le permet, conformément à la réglementation en vigueur, ou de transiter par le Sénégal pour aller dans un autre pays. Dans ce cas, c'est sous escorte douanière payante.
Depuis Juin/Juillet qu'il y a de nombreux messages sur ce sujet !! je ne vois où ni comment les gens ne sont pas informé ?? il faut tout de même se renseigner avant de partir !! l'Afrique ça bouge tout le temps et les surprises de dernières heures ne sont pas une surprise !!
Cela me rappelle la fin de la délivrance du visa Mauritanien à la frontière, j'y suis passé 1,5 mois après, j'ai trouvé du monde sur la route vers cette destination qui n'était pas au courant de la chose, malgré les nombreux barrages Marocain dans le Sahara Occidental , une seule fois un gendarme m'a demandé si j'avais le visa pour la Mauritanie à Laâyoune ou Boujdour (?) p'être à Dakhla ? de toute façon c'était un peu tard (aucun des "touristes croisés" ne nous a fait non plus de signes)
Donc les infos ça ne circule pas trop !!
Autre exemple (pas un bon) nous étions avec les Espagnols 60 kms avant la prise d'otages , nous sommes parti dans les dunes pour le bivouac de nuit et eux ont continué sur Nouakchott (à la tombé du jour) , le lendemain nous reprenons la route sur Nouakchott, contrôle normal !! pas d'info ni de questions, arrivé à Nouakchott à l'auberge d'Olivia , tout le monde (touristes et routards) nous "sautent" dessus et nous demandent des nouvelles de ce rapt (???????????) mais nous ne savons rien de rien !! ce sont eux qui nous ont mis au parfum ... !!
Donc les infos ça circule très mal dans un sens comme dans l'autre...... !!
Effectivement depuis que les autorités sénégalaises ont adopté leurs nouvelles dispositions, vers juin/juillet comme le souligne HJ 61; si la communication "physique" souffre de lacunes, il y a quand même pas mal de posts qui ont été publiés ici, pour attirer l'attention des voyageurs; mais aussi sur le Routard, et sur sénégalaisement...(même si certains se sont fait traiter de noms d'oiseaux en disant qu'il y a de sacrés problèmes pour entrer au Sénégal).
Au moins, la communication sur internet se fait, même si de temps en temps, d'aucuns font des posts de nature à faire croire que la situation serait peut être débloquée; alors qu'à ce jour il n'en est rien. Pendant que d'autres, font ou cherchent des propositions de covoiturage encore tout récemment pour des départs imminents, ...sans même la peine de prendre le temps de lire les posts des autres qui attirent justement l'attention sur cette impossibilité actuelle.
Mais bon, et dans tous les cas, prendre la route pour faire 5000 km sans se renseigner un minimum, je trouve que ça fait léger. J'ai fait cette route il y a plusieurs années, et heureusement que je me suis renseigné sur les forums: comme par exemple, lors des contrôles après Tan Tan, il faut des fiches de police, voire des photocopies du passeport; et il en faut un paquet! Pareil en Mauritanie, d'autant qu'ils acceptent les formulaires marocains (!). Les faire et les remplir chez soi avant de partir fait gagner un temps précieux: les contrôles de police étaient passés à une vitesse hallucinante.En outre, les pandores apprécient...
Et c'est également en me renseignant que j'ai annulé un départ par la route début janvier 2008, pour cause d'insécurité...
Bon, il y en aura toujours pour dire que c'est "safe" et qu'on ne risque rien...
Certaines CCI (pas toutes, je crois) délivrent des carnets ATA mais uniquement tous pays actuellement

Comment un particulier peut-il obtenir un carnet ATA. Quand on lit les infos demandées, on a bien l'impression qu'il s'agit d'un document pour professionnel avec inscription CCI, ...
Si j'ai bien tout compris ce carnet sert à entrer des "marchandises professionnelles" sans droit de douane, à des fins professionnelles sachant qu'il faut ensuite ressortir avec. (fournir la liste des marchandises et prix HT, ...)
J'ai l'impression qu'il ne correspond en rien à celui qui veut simplement entrer et sortir du Sénégal et se balader avec son véhicule à l'interieur de ce pays....
Lematin1, tu doutes de la validité de la délivrance de carnets ATA aux particuliers.
J'en ai obtenu, mes amis aussi , plein d'autres forumeurs itou. Ils étaient valides, la CCI en délivre toujours, d'ailleurs la fiche 5 de renseignements de Webataonline.com indique bien les justificatifs que doivent présenter les particuliers. En Octobre 2008 j'ai fort regretté leur refus par les Sénégalais.
Actuellement , devant la demande à nouveau des douanes Sénégalaises, après avoir re-vérifié le refus définitif des CPD "automobile club", j'ai pris mes infos auprès de services des carnets ATA de la CCI Paris et de l'ICC. Si tu trouves plus pertinent dans le domaine, tu m'informes. Moi, je n'ai rien trouvé de mieux que ceux qui décident de leur délivrance.
Donc quand ils me disent qu'actuellement ils ne peuvent délivrer , pour le Sénégal, que des ATA tous pays, en attendant que la douane Sénégalaise précise son acceptation des carnets par un document officiel valide les nommant précisément, je les crois. Madame Bottier de l’ICC m’a en outre informée de contacts avec le colonel des douanes chargé du dossier qui assurait qu’actuellement ils acceptaient les carnets tous pays et qu’il demandait à sa hiérarchie de préciser officiellement l’acceptation des carnets ATA.
Pour bien m’assurer de la véracité du tout, j’ai téléphoné à ce colonel, qui m’a reçue fort courtoisement et a confirmé tout cela. Ceci Vendredi 24 après-midi.
Bon !!me suis-je dit, ça y est c’est débloqué !!

Désolés mais samedi 18 09 10 nous n'avons pu rentrer par Diama avec notre véhicule de + de 5ans et notre carnet ATA tous pays.Nous avons eu une autorisation de 48H car nous avions un enfant (métis) dans le véhicule .Les douanes de Dakar nous donnent ensuite 15 jours pour leur présenter un CPD.
Il n'y a pas de club automobile à Dakar, mais nous supposons qu' une caution
posée en Europe rassure les douanes.
Notre CPD est en route via la poste par RAR.......!

Le carnet « Tous Pays »
Le carnet ATA « Tous pays » peut être utilisé comme procédure d’exportation à
destination de tous pays, y compris les pays non signataires de la convention ATA. Cette
facilité accordée aux frontières françaises ne dispense pas les titulaires de carnets d’effectuer
les formalités d’admission temporaire dans le pays de destination, même si dans la pratique, le
carnet « Tous pays » y est souvent accepté comme formalités douanières suffisantes.
Signatures
L’engagement, la couverture du carnet ainsi que la liste générale des marchandises sur papier
à en-tête commercial (à l’identique des feuillets) ne peuvent être signés que par le
représentant légal de la société ou de l’association, ou toute personne qui a reçu pouvoir de
celui-ci.
Cette personne doit avoir déposé sa signature auprès de sa Chambre de Commerce et
d’Industrie.
C'est écrit dans la fiche 5, le particulier doit fournir une carte d'identité et un justificatif de logement de moins de deux mois.
Quelques CCI acceptent maintenant les recommandations de Paris, mais pas toutes.Dans ce cas tu peux t'adresser à la CCI de Paris ou au site.
Rien de très difficile pour l'obtenir....
Le carnet ATA est délivré aux particuliers et peut être fait directement sur internet et être récupéré en 48heures.

I have two questions about applying for a Non-Immigrant O Visa at the Thai embassy in France for someone over 50:
- - Do I need to provide the address(es) of stay in Thailand (hotels, staying with a Thai friend)?
- - Financial proof: Is a retirement statement showing over 2,000 € per month sufficient, or are bank statements also required?
I know there’s already a lot of information about the visa requirements on the embassy’s website, but from my experience—having dealt with embassies in other countries in previous years—I know that the information is sometimes (!) incomplete or inconsistent. The flight I’ve spotted: arrival at BKK and return to France 31 days later.
With the new regulations/visa:
"Starting September 15, 2026, French nationals holding an ordinary passport will be able to stay in Thailand visa-free for up to 30 days for tourism purposes only, down from the previous 60 days."
How do you think the counting is done?
- Number of days spent in Thai territory?
- Entry and exit dates: number of days between the two?

I’m planning a trip from France to Alberta/British Columbia, and I’m unsure about which bank card to use for the security deposit with the rental company (I’m thinking of going with AVIS).
I contacted Avis Canada, and they told me a credit card is absolutely required. I asked my bank for a credit card (a *real* credit card), but they only offered me a deferred debit card.
My question: For a rental with Avis Canada, is a Gold International Mastercard deferred debit card usable for the security deposit needed to finalize the rental? Is the "CREDIT" label enough? (Some cards say "CREDIT" and others say "CARTE DE CREDIT"—seems minor, but it’s actually a big deal in how the card works.)
I’ve seen conflicting info everywhere I look... My bank says it’s *usually* okay (the deferred debit card), while Avis Canada insists it *must* be a credit card, not debit—even when I mention the deferred debit card.
I know the whole credit card concept is already confusing, and on top of that, some sites say a deferred debit card counts as a credit card, while others say it doesn’t.

I’ll explain my situation.
Unfortunately, I lost my passport, and I only realized it two weeks before my departure for a humanitarian mission in Libya. I’m a nurse, and this mission really means a lot to me.
First, I applied for an emergency passport, but it was denied by the Val-d'Oise prefecture on the grounds that a planned humanitarian mission wasn’t considered an urgent reason.
So, I submitted a biometric passport application on July 20th. Since then, the tracking has been stuck, and the town hall can’t (or won’t) give me any clear information. Every time I call, I get a different story. The last update I received was that the passport had been produced since July 23rd with a status of "about to be shipped," but nothing since then.
I’ve managed to push my departure back to next Tuesday at the latest, but I’m starting to really panic.
Have any of you submitted an application around July 20th, especially in Val-d'Oise (95)? How long did you wait between the passport being produced and it being available at the town hall? Is it normal for this step to take this long?
This mission means so much to me. I had everything organized, and I’m also supposed to attend a friend’s wedding right after near the border.

I’m a bit embarrassed because I need to travel to Quebec from February 27th to March 13th. I’m a regular visitor to Canada—this will be my 10th trip since 1997, plus a year as a permanent resident (2000–2001) and a cross-country run from Vancouver to Halifax in 2011. So, I’m definitely not a terrorist!
But since our last trip in July 2015, they’ve introduced this eTA thing. Seems more like a way to make money than to actually secure Canada, if you ask me, but anyway, that’s not the point.
I applied for an eTA for myself, my wife, and our two kids. They all got approved within hours, but not me! I was asked to create a GC key and then an IRCC account, which I did. Normally, you get news within 72 hours, but since Monday, January 15th, nothing!
In the "message" section of the account, it says "explanation letter (required)" with a deadline of January 25th, but I can’t find any explanation anywhere—despite searching the Canadian government website and Google. No links, nothing!
I’ve emailed them but haven’t heard back yet. I’m thinking of calling the Canadian embassy in Paris tomorrow. Even though I’m not stressing yet, it’d be a bummer if everyone else got to go without me!
If anyone’s had this issue before or knows what this explanation letter is about, I’d love to hear more.

I’ve tried my hotel, the Lotte Hotel (which is well-known in Seoul), the airport—basically, I’ve entered at least 20 addresses, all rejected....

I bought a one-way flight (Ryanair) and a return flight (EasyJet) to spend a week in Morocco in April.
My passport expires 3 weeks after the return date.
Some websites say the passport must be valid for 3 months at the time of entry.
However, it will still be valid both on entry and return, but its validity will only be 1 month at the time of entry (and 3 weeks on the return date, everything prepaid).
It's an individual family trip.
The consulate can't give me an answer—they're still looking into it (really!)
Last year, we stayed for 3 months in Thailand, north of Khao Lak, and were able to benefit from the 2-month visa exemption, renewable for one month by going to Takua Pa to validate a 1-month extension (1,900 baht).
This year, it’s a disaster for us—not only were we planning a 4-month stay, adding a visa run in between (which some say is quite risky), but the law is apparently changing in the coming months with the return of the 1-month exemption (plus the usual 1-month option). So, we looked into applying for a 6-month multiple-entry visa, allowing a maximum of 60 consecutive days in Thailand. However, I can’t find anywhere the minimum time required outside Thailand between two stays—do any of you have an idea?

As a French national, I need to obtain a short-stay visa that can be converted to a long-stay one. To do this, I have to send the required documents to the Madagascar embassy in Paris.
No issues with that procedure so far.
If I get this visa, once I arrive in Madagascar, I’ll need to provide the same documents to the Ministry of the Interior in Anosy. I’m trying to find an email address or website for the Ministry to check which documents I need to submit (I think they ask for additional ones).

I’d like to know if anyone has already applied for a private visa to Russia with an invitation from a Russian resident.
I traveled earlier this year with an e-visa, but since I want to stay longer, I’ll be visiting my friend who lives in eastern Russia.
For the visa application, does the invitation need to be on an official paper form issued by the Russian ministry? And most importantly, do I need to present the original for the application, or is there an electronic version that can be sent directly to the consulate in France?

I filled out the B2 form to apply for a visa, created an account on Atvis to pay the visa fees and schedule a meet-up, but every time I try to pay with my Boursobank Visa 1st card, they refuse the payment with a message telling me to check my details (address), even though everything is correct. Does anyone know why this is happening, or maybe they don’t accept Visa cards? Are you aware of this?

Paper documents might not be accepted.
