Bonjour à tous, je me présente, je m'appelle Julien, j'ai 26 ans et je souhaite aller vivre au vénézuéla.
Ceci étant quand même un changement important, j'ai quelques questions à poser à des gens qui l'ont fait, ou qui peuvent me renseigner, car les recherches google sur ce sujet sont vraiment trés infructueuses (?)
je vais les numéroter pour faciliter leur compréhension et leur réponses
1/ Quel type de visa faut-il avoir pour pouvoir s'installer au vénézuéla?
Je sais qu'on peut y aller pour 3 mois, sans visa, seulement avec le passeport EU mais pourrai-je, une fois labas, faire les démarches nécessaires à mon installation définitive avec mon passeport? N'est il pas plu cohérent de faire les démarches en France (plus facile j'imagine) pour avoir un visa "final"? Même si le pays et ses conditions de vies ne me plaisent pas, je pourrai toujours rentrer
2/ Quel est la réalité de l'emploie sur place? Smic, Nombre d'heures/ semaines ?
C'est la que je suis perdu totalement;
J'ai lu sur le monde (...) que le chomage était d'environ 20%, que le "Smic" national était de 200€/mois ce qui coincidait aussi avec le niveau de vie. En bref, trouver un emploie est-il difficile, et le revenu minimal est-il suffisant pour manger et se loger ? Qu'en est 'il des conditions de travail?
Je ne suis pas regardant sur le travail, la plonge, manoeuvre batiment, etc sont des métiers qui m'interessent. (j'ai un Bac +2 commerce mais ca m'étonnerait qu'il soit reconnu labas, au pire je n'en ai strictement rien a faire)
3/ Le pays subit-il beaucoup de violence?
La presse européene fait écho d'énormément de violence, pays meurtrier etc... qu'en est-il dans les faits ?
4/ Comment fonctionne le régime fiscal du vénézuéla ?
Les impots sont colléctés comment? a quel taux ? etc...
5/ Comment fonctionne le marché du logement pour un immigrés de l'UE ? Possible d'acheter ? de louer ? quels sont les prix moyens ?
/6 Ou en est le réseau internet/de communication du pays? fournisseur d'accés? nationalisé ? efficacité ? inéxistence ?
La encore je suis totalement perdu et n'ai aucune informations ou réponses à mes questions :s
/7 Au niveau de la santé, les hopitaux locaux sont ils gratuits? payants ? faut-il se munir comme en France d'une mutuelle etc... (le tout pour un immigré francais biensur)
/8 Comment fonctionne le systéme bancaire? Pourrais-je transférer de l'argent provenant de ma banque francaise à une banque vénézuélienne? quels sont les frais/les conditions etc
J'ai lu sur divers forum que les banques rémunéraient à 12% le "livret épargne" et que ces versements étaient mensualisés... j'aimerais connaitre la réalité factuelle de la chose ^^
/9 Le vénézuéla est-il un pays "raciste" ?
Dans ma tête, une nation protectrice ne peut accueillir et aimer tout le monde, c'est pourquoi, une préférence nationnale s'impose, je me demande comment les vénézuéliens réagissent aux agresseurs éxtérieur que nous sommes en nous expatriant oO

C'est pas vraiment un probléme mais j'aimerais savoir qu'est ce qu'on risque en fumant ou en cultaivant du cannabis au vénzuela, dans des proportions tout a fait raisonnables biensur !
J'aurais surement tout un tas d'autres question qui me viendront a l'esprit mais voila mes principales interrogations quand à un départ labas !

quand je vois la teneur de tes questions, je me dis que tu n'as pas l'air de connaître grand chose au Venezuela (ce n'est pas une critique, juste une constatation).
Du coup je me demande qu'est-ce qui peut bien t'amener à vouloir émigrer là bas ?
Et où voudrais-tu t'installer ? La vie n'est de loin pas la même si tu t'installes à Caracas ou au fin fond de Los Llanos.

ayant voyagé une fois, y retournant en novembre et ayant quelques amis là-bas, quelques réponses ci-après :
1/ Quel type de visa faut-il avoir pour pouvoir s'installer au vénézuéla?
Le visa n'est pas nécessaire en tant que touriste et pour une période inférieure à 90 jours. Si tu souhaites t'installer afin d'y exercer une activité professionnelle il te faudra un visa. Il existe différent type de visa : étudiant, diplomate, investisseur, travailleur, ... Tu trouveras toutes les infos en francçais sur le site de l'ambassade du Venezuela à Paris.
2/ Quel est la réalité de l'emploie sur place? Smic, Nombre d'heures/ semaines ?
La particularité du Venezuela est qu'il existe un contrôle du change de devise de la monnaie nationale en monnaie étrangère. Il y a donc un marché noir du change qui est déconnecté du change officiel (change officiel 1€=8bfs change au noir : 1 € = 41 bfs). Le salaire minimum est de 2 700 bfs soit 337 € au change officiel ou 66 € au black. C'est donc difficilement comparable au salaire français. La situation économique est d'autant plus compliqué du fait de la mono activité pétrolière développée ces dernières décennies qui rend le venezuela fortement dépendant de l'importation. Il y a donc régulièrement des pénuries concernant certains produits (papier toilette, lait, farine de mais, ...). Le pays fait également face à une forte inflation : près de 40 % sur cette dernière année.
En conclusion je dirais que oui tu peux t'en sortir si tu vas faire tes courses dans les marchés populaires mis en place par Chavez. Il ne faut pas oublier que le Venezuela est un pays émergeant, et que bien que l'éducation et la santé sont accessibles à tous, une bonne partie de la population vit dans la pauvreté.
3/ Le pays subit-il beaucoup de violence?
Les grandes villes, notamment Caracas et Maracaibo, subissent la violence liée aux trafics (vol, drogues, sont assez présent). Les touristes ne sont pas les seules cibles, et même les gens des barrios en sont victimes. Il convient donc de jouer de prudence et d'éviter tous signes ostentatoires pour limiter les agressions.
4/ Comment fonctionne le régime fiscal du vénézuéla ?
Les impots et taxes sont a peu près les mêmes qu'en france : impot sur le revenu, Taxe sur la valeur ajoutée, impot sur les sociétés, ... Les taux et bases me sont inconnus...
5/ Comment fonctionne le marché du logement pour un immigrés de l'UE ? Possible d'acheter ? de louer ? quels sont les prix moyens ? Le coût de la vie au venezuela est très élevé en comparaison avec les autres pays d'amériques du sud compte tenu des éléments économiques développés plus haut.
/6 Ou en est le réseau internet/de communication du pays? fournisseur d'accés? nationalisé ? efficacité ? inéxistence ?
Il y a près de 14 millions d'utilisateurs au Venezuela, mais la qualité du service et les prix sont mauvais.

Les soins à l'hopital sont effectués sous réserve d'avoir payé préalablement (cf le site de l'ambassade de france)

Si tu retires de l'argent de ton compte français le taux de change officiel s'applique (tu perds donc en pouvoir d'achat) et les retraits sont limités en montant.
/9 Le vénézuéla est-il un pays "raciste" ?
Paradoxalement, les vénézueliens cherchent des investisseurs étrangers, afin de développer certains secteurs industriels et commerciaux. Les vénézueliens sont en grande majorité des gens accueillants, mais comme dans toute l'amérique du sud, ils ont une image particulière des "gringos" (les américains) stigmatisation qui s'estompe une fois que l'on dit qu'on est français. Par contre, Américain et Européen signifient automatiquement pour eux richesse.
/10 Quelles sont les lois au niveau du cannabis ?
Une possession jusqu'à 20 gr peut être considéré comme conso perso mais tout achat, vente, transport de matière première ou produit nécessaires à la transformation de drogues ect est punissable de 8 à 10 ans de prison.
