Yes, scooter rentals are available everywhere, but an international driver’s permit is now mandatory in addition to your national license to ride. You’ll need to have both ready to show if you’re stopped.

If you stay in Ubud, you can explore the surrounding areas in a star pattern. But from east to west, the island is nearly 150 km wide! Be careful on the roads!
