Est-ce que je peux partir aux Etats-unis d'abord en tant que touriste et demander le visa sur place en passant par l'ambassade de France car ça me parait plus simple de demander des infos et le dossier d'inscription directement à l'université?
Ou alors sortir des Etats-Unis et aller au Canada pour le visa et revenir à San francisco?

Qui est le mieux ? bah ca depend de ce que tu veux... Est-ce que tu veux juste ameliorer ton anglais, ou tu veux perfectionner ce que tu as deja appris en France...
Qui est le moins cher ? Pareil, ca depends de l'ecole de langue ou de l'Universite ou tu veux t'inscrire. Les ecole de langues, je connais pas trop, mais pour les Universites, les frais d'inscription dependent du nombre de credits (et donc du nombre d'heure de cours) que tu prends, et aussi du caractere public ou prive de l'Universite. Un ami a moi qui est a l'UDC (publique) paie dans les 3000 dollars pour 12 credits ; cote prive, j'etais tombee sur un master ou le credit (un seul !) etait a plus de 1000 dollars...
Il faut savoir que le systeme Universitaire est beaucoup plus souple aux US. Tu peux choisir le nombre de credit que tu veux prendre dans le semestre : en general, un "temps plein" correspond a 12 credits, mais ca fait genre deux jours de cours ; ensuite, certains etudiants qui doivent travailler en plus ne prennent que 6 credits dans le semestre ; et d'autre qui veulent avoir vite fini leur cursus en prennent 15.

Je ne comprends pas le sens de ta premiere phrase "comme je travaille..."
En terme de visa, tu n'auras pas le choix, c'est un visa J-1 que tu auras. Attention, ce visa ne te permet pas de travailler legalement hors du campus ! Et sur le campus, je crois que tu ne peux pas travailler plus de 20h, et c'est pas super bien paye, en tout cas pas assez pour te permettre de payer frais d'inscription, logement, nourriture etc... Apres, tu peux toujours, genre donner des cours de francais au black (ca par contre, c'est plutot bien paye...), mais, de ce fait, ils ne peuvent etre pris en compte pour la justification des ressources.
J'en arrive donc au fait qu'il faut que tu puissent justifier de ressources suffisantes pour etudier et vivre (bah oui, ils savent qu'avec le genre de travail et le nombre d'heures qu'ils autorisent, tu ne peux pas vivre...), donc, il faudra que tu prouves que tu a X milliers de dollars sur ton compte.

Tu ne peux pas demander de visa une fois sur le territoire des US. En fait, le visa, c'est ce qui te permet de rentrer sur le territoire dans un but donne (travail, etudes, tourisme...meme si pour le tourisme, les francais sont exemptes de visa). Le visa, tu l'obtiens a l'ambassade des US, l'ambassade de France ne peux strictement rien pour toi a ce sujet.
Pour les infos et dossier d'inscription a la fac, je ne pense pas que ca soit plus simple sur place. Fais des recherche sur Internet, contacte-les par e-mail si tu as besoins d'info supplementaire. Bref, je te conseille vivement de faire toutes tes demarche depuis la France, et d'arriver aux US de la facon la plus legale qui soit, avec ton visa et autre en bonne forme... les services de l'immigration peuvent etre assez suspicieux...
