Sure, there are 10 pharmacies in every small town, but a three-month wait for a pair of glasses, no physiotherapist available in a city of 45,000 people, and a two-week wait for a family doctor (if they even agree to take you on).
Moving back to France as an elderly person would mean finding a place to rent or reclaiming a former home (if they had one).
As for safety, my mom, who lives right in the center of Toulouse, can hardly leave her apartment anymore. (Luckily, she has a balcony and a backyard, she says.)
