Petit retour "d'expérience administrative" pour tous ceux qui sont concernés par cette mesure d'exemption de visa : vietnamiens d'origine, même si vous ne parlez pas le vietnamien et êtes nés hors du Vietnam...
Pour un affichage en anglais, cliquez en haut à droite sous l'étoile jaune "English".
Vous aurez un formulaire en ligne à remplir ; une fois complété, vous le validez, vous l'imprimez et vous le renvoyez à l'Ambassade du Vietnam, 62 rue Boileau, 75016 Paris avec le reste de vos documents.
Car vous devez bien évidemment fournir la preuve de votre origine vietnamienne (extrait de naissance) et joindre éventuellement les documents nécessaires pour les membres de votre famille qui bénéficient également de cette exemption (conjoint et enfants : photocopie du livret de famille). Inutile de cumuler une tonne de preuves.
Vous joignez 17 € en chèque par exemption demandée, simplement libellé à "Ambassade du Vietnam", 2 photos par demande et une enveloppe retour à votre adresse, déjà affranchie (dans notre cas, c'était un recommandé sans AR) et le tour est joué !
J'ai envoyé le 30 septembre dernier à l'Ambassade du Vietnam à Paris (nous habitons dans le sud-ouest de la France) nos passeports et documents : j'ai reçu hier 8 octobre, en retour, nos passeports et leurs sésames. Valables 5 ans ou moins car validité inférieure de 6 mois par rapport à celle de votre passeport (voir vos dates de péremption de passeport).
Important : n'attendez pas pour autant d'être à 15 jours du départ !
Si vous devez, comme moi, obtenir auparavant la copie de votre acte de naissance auprès du Ministère des Affaires Etrangères à Nantes, sachez que là aussi la demande se fait sans problème sur ce site :

mais que le délai normal d'obtention (retour de votre document par courrier postal uniquement) est de 2 semaines (ce qui est rapide comparé au délai habituel en cas de demande par écrit).
évitez de déposer votre demande à l'approche des vacances scolaires qui sont toujours une période de recrudescence des demandes et ne perdez pas de vue qu'une grève de la Poste peut venir perturber le délai d'acheminement normal (bonjour le stress pour la suite du dossier...).
Cette exemption de visa vous permettant d'entrer et sortir autant de fois que vous le voulez du Vietnam... bons voyages à tous !
Très bonne initiative d'expliquer dans le détail l'obtention de l'exemption de visa -cela rendra service à des tas de viet kieu et assimilés: néanmoins, il faut apporter une petite précision quant au problème que j'ai rencontré cet été : je vous avais contacté au printemps et que vous m'aviez expliqué que vos parents, pour prolonger ledit visa, n'avait pas eu à sortir du pays pour obtenir 3 nouveaux mois, mais qu'il leur avait suffi de passer au service de l'Immigration de Saigon, quelques jours avant le délai de péremption du premier séjour de 3 mois.
A Hanoi, ce n'est pas pareil du tout : ils refusent sans donner d'explication - nous avions pensé faire un petit saut en Chine pour pouvoir revenir et obtenir à nouveau 3 nouveaux mois.. mais comme il a été très difficile d'obtenir un visa chinois, nous avons été contraints de demander un visa vietnamien normal, touriste, qui nous a coûté la somme de 75 $ chacun (d'ailleurs nos passeports sont partis à Saigon pour émarger les visas -)
Conclusion : si l'on veut prolonger sans problème - et je pense que vous pourrez le confirmer - voyageurs de tout poil, allez donc à Saigon...😇

Oui, je confirme qu'à Saïgon mes parents, qui n'avaient pas encore demandé ce certificat d'exemption au moment de leur départ pour le Vietnam en novembre 2007, ont pu prolonger au Service de l'Immigration leurs visas Viet Khieu (ou ethnique, on appelait ça comme ça) sans souci. Ils avaient profité de l'occasion pour faire là-bas leurs demandes d'exemption qu'ils ont également obtenue sans problème ; en fournissant bien sûr les documents nécessaires.
Pour éviter les complications que vous avez vécues, je conseille donc vivement à tous ceux qui bénéficiaient de ce visa Viet Khieu ou ethnique, de faire les démarches, pas compliquées, pour obtenir ce certificat d'exemption auprès de l'ambassade, à Paris. C'est le but de mon post initial.
J'en profite pour préciser que, lorsque vous habitez en province comme nous, tout visa s'obtient facilement par correspondance, sans aucun intermédiaire.

Pour ma part, mon mari et moi n'avons pas bénéficiés du même traitement.
Nous avons appris le 27 octobre que mon père, en voyage au Vietnam, se trouvait très mal en point (nécessitant une intervention sur place) et que nous aurions peut-être à nous rendre au Vietnam de toute urgence.
Le temps de rassembler les documents nécessaires, je me suis rendue le 29 octobre à l'ambassade afin d'obtenir le fameux certificat (je suis née au Vietnam).
Après leur avoir expliqué la situation, la personne au consulat m'a dit que pour 30 € par personne (au lieu des 17€), nous pourrions bénéficier de la procédure accélérée. Pour moi, cela pouvait quasiment être immédiat, mais pour mon mari né en France, cela prendrait une semaine au lieu des 15 jrs à trois semaines habituelles.
Etant donné l'état de mon père, j'ai accepté cette surtaxe. Et je leur aie dit que j'irai chercher les deux passeports en même temps que celui de mon époux car étant donné que je suis enceinte, mon médecin ne veut pas que je voyage seule. Direction donc la caisse où on donne rdv mercredi 5 novembre.
Aujourd'hui, mon mari est parti au service consulaire retirer nos passeports. Là, une personne pas aimable du tout, l'ayant à peine regardé, lui a simplement dit que les certificats n'étaient pas prêts, et qu'ils ne le seraient pas avant la semaine prochaine, sans aucunes autres explications. Et lorsque mon mari a demandé des renseignements, la personne a pris ses affaires et est partie, laissant mon époux en plan. Quelle courtoisie! Ca donne envie de découvrir le pays et ses habitants.
Je trouve, pour ma part, que c'est vraiment de la malhonnête et un manque de respect de la part des personnes qui travaillent au service consulaire que de surtaxer des gens qui sont en situation d'urgence pour, finalement rien.
Donc voila, je voulais juste dire que ca dépend vraiment des personnes sur lesquelles vous tombez. Car du coup, si jamais l'état de mon père venait encore à empirer demain, nous ne pourions nous rendre à son chevet...
Alors faites attention et prenez vous y bien à l'avance.
Oui, c'est vrai que c'est désolant et vous n'êtes pas les premiers à vous plaindre du mauvais accueil reçu dans les bureaux de l'Ambassade.
De mon côté j'ai précisé dans plusieurs messages qu'habitant en province, j'avais toujours effectué mes demandes par correspondance, que ce soit pour obtenir les visas viet khieu dont nous avions bénéficié jusqu'à présent ou pour obtenir finalement ce certificat d'exemption cet automne.
Il faut croire que les personnes qui traitent les demandes par correspondance sont moins stressées derrière leur petit bureau... Toujours est-il qu'il n'y a jamais eu d'embrouille, ni au niveau des délais, ni au niveau du prix demandé. Notre seule angoisse a été, une fois, une grève de La Poste.
Que cela soit plus cher pour une procédure accélérée n'a rien d'étonnant, un service rapide se paie toujours (même pour de simples tirages photos en 1h au lieu de 24h 😛) ; par contre que le délai ne soit pas le même pour toi et ton mari est surprenant. Notre dossier incluait ma demande, celle de mon mari et celle de notre fille. Vraiment aucun problème ! Vous fournissiez bien vos acte de naissance (pour toi) et livret de famille (pour ton mari) ?
Ce ne sera pas une consolation pour vous mais, pour ma part, je suis en plein délire administratif pour obtenir un certificat de nationalité française en vue du renouvellement ma carte d'identité périmée...
Une chose est sûre et c'est notre point commun : faites attention et prenez vous y bien à l'avance.
En fait, nous avions tous les documents ainsi que des photocopies en notre possession. Seule manquait l'adresse sur place, sauf que la personne au guichet nous a dit qu'elle ne serait pas nécessaire étant donné le motif de l'éventuel voyage.
Donc ça reste tjrs incompréhensible.
Et ce qui m'inquiète c'est le fait de ne rien avoir si jamais l'état de mon père empirait (d'où la procédure accélérée qui finalement ne l'est pas).
En tous cas, je retiens les conseils pour les éventuels futurs contacts avec l'ambassade.
C'est sur que l'administration en France, c'est aussi aléatoires. Mais le contact, par expérience personnelle, ne refroidit pas.
J'ai le certificat d'exemption de visa et je suis actuellement au Vietnam. Mon echeance de 3 mois se termine le 28 Decembre. Que se passe-t-il si je reste au Vietnam quelques jours de plus et que je rentre le 30 Decembre par exemple? Y a-t-il une penalite? Dois-je vraiment faire une demande de visa d'extension ou sortir du territoire et revenir afin d'obtenir a nouveau 3 mois?

Mes parents sont dans le même cas : ils demandent tout simplement une prolongation de leur séjour.
Pour cela (ils sont à Saïgon), ils se rendent au 161 rue Nguyen Du (1er arrondissement) ; les bureaux sont ouverts de 9h à 12h et de 13h à 16h, le samedi seulement le matin.
Par contre, je ne saurais pas certifier que c'est gratuit mais normalement oui (sinon je crois bien que j'en aurais eu des échos). 🙂

mais je vais cependant préciser ma réponse pour les futurs voyageurs concernés : le 161 rue Nguyen Du est le bureau d'immigration auquel on s'adresse pour obtenir une prolongation de séjour lorsqu'on est étranger d'origine vietnamienne ; autrement dit tous ceux qui ont une exemption de visa pour le Vietnam vont là le 254 rue Nguyen Trai est également un bureau d'immigration mais pour les "100% étranger"
Le délai est d'environ une semaine et ce n'est pas gratuit : +/- 10 USD /personne/demande
Effectivement, je suis alle au 161 Nguyen Du et c'est un bureau d'immigration, plus adapte aux etrangers que celui au 254 Nguyen Trai. Les fonctionnaires parlent Anglais et certains parlent meme Francais.
La personne a qui j'ai parle a confirme que si je depasse les 3 mois de mon certificat d'exemption de visa de moins d'une semaine, il n'y a pas de penalite. Au dela d'une semaine, il faut soit faire une demande de visa soit payer une penalite a l'aeroport.

I’m planning a trip from France to Alberta/British Columbia, and I’m unsure about which bank card to use for the security deposit with the rental company (I’m thinking of going with AVIS).
I contacted Avis Canada, and they told me a credit card is absolutely required. I asked my bank for a credit card (a *real* credit card), but they only offered me a deferred debit card.
My question: For a rental with Avis Canada, is a Gold International Mastercard deferred debit card usable for the security deposit needed to finalize the rental? Is the "CREDIT" label enough? (Some cards say "CREDIT" and others say "CARTE DE CREDIT"—seems minor, but it’s actually a big deal in how the card works.)
I’ve seen conflicting info everywhere I look... My bank says it’s *usually* okay (the deferred debit card), while Avis Canada insists it *must* be a credit card, not debit—even when I mention the deferred debit card.
I know the whole credit card concept is already confusing, and on top of that, some sites say a deferred debit card counts as a credit card, while others say it doesn’t.

I’ll explain my situation.
Unfortunately, I lost my passport, and I only realized it two weeks before my departure for a humanitarian mission in Libya. I’m a nurse, and this mission really means a lot to me.
First, I applied for an emergency passport, but it was denied by the Val-d'Oise prefecture on the grounds that a planned humanitarian mission wasn’t considered an urgent reason.
So, I submitted a biometric passport application on July 20th. Since then, the tracking has been stuck, and the town hall can’t (or won’t) give me any clear information. Every time I call, I get a different story. The last update I received was that the passport had been produced since July 23rd with a status of "about to be shipped," but nothing since then.
I’ve managed to push my departure back to next Tuesday at the latest, but I’m starting to really panic.
Have any of you submitted an application around July 20th, especially in Val-d'Oise (95)? How long did you wait between the passport being produced and it being available at the town hall? Is it normal for this step to take this long?
This mission means so much to me. I had everything organized, and I’m also supposed to attend a friend’s wedding right after near the border.

I’m a bit embarrassed because I need to travel to Quebec from February 27th to March 13th. I’m a regular visitor to Canada—this will be my 10th trip since 1997, plus a year as a permanent resident (2000–2001) and a cross-country run from Vancouver to Halifax in 2011. So, I’m definitely not a terrorist!
But since our last trip in July 2015, they’ve introduced this eTA thing. Seems more like a way to make money than to actually secure Canada, if you ask me, but anyway, that’s not the point.
I applied for an eTA for myself, my wife, and our two kids. They all got approved within hours, but not me! I was asked to create a GC key and then an IRCC account, which I did. Normally, you get news within 72 hours, but since Monday, January 15th, nothing!
In the "message" section of the account, it says "explanation letter (required)" with a deadline of January 25th, but I can’t find any explanation anywhere—despite searching the Canadian government website and Google. No links, nothing!
I’ve emailed them but haven’t heard back yet. I’m thinking of calling the Canadian embassy in Paris tomorrow. Even though I’m not stressing yet, it’d be a bummer if everyone else got to go without me!
If anyone’s had this issue before or knows what this explanation letter is about, I’d love to hear more.

I bought a one-way flight (Ryanair) and a return flight (EasyJet) to spend a week in Morocco in April.
My passport expires 3 weeks after the return date.
Some websites say the passport must be valid for 3 months at the time of entry.
However, it will still be valid both on entry and return, but its validity will only be 1 month at the time of entry (and 3 weeks on the return date, everything prepaid).
It's an individual family trip.
The consulate can't give me an answer—they're still looking into it (really!)
Last year, we stayed for 3 months in Thailand, north of Khao Lak, and were able to benefit from the 2-month visa exemption, renewable for one month by going to Takua Pa to validate a 1-month extension (1,900 baht).
This year, it’s a disaster for us—not only were we planning a 4-month stay, adding a visa run in between (which some say is quite risky), but the law is apparently changing in the coming months with the return of the 1-month exemption (plus the usual 1-month option). So, we looked into applying for a 6-month multiple-entry visa, allowing a maximum of 60 consecutive days in Thailand. However, I can’t find anywhere the minimum time required outside Thailand between two stays—do any of you have an idea?

As a French national, I need to obtain a short-stay visa that can be converted to a long-stay one. To do this, I have to send the required documents to the Madagascar embassy in Paris.
No issues with that procedure so far.
If I get this visa, once I arrive in Madagascar, I’ll need to provide the same documents to the Ministry of the Interior in Anosy. I’m trying to find an email address or website for the Ministry to check which documents I need to submit (I think they ask for additional ones).

I’d like to know if anyone has already applied for a private visa to Russia with an invitation from a Russian resident.
I traveled earlier this year with an e-visa, but since I want to stay longer, I’ll be visiting my friend who lives in eastern Russia.
For the visa application, does the invitation need to be on an official paper form issued by the Russian ministry? And most importantly, do I need to present the original for the application, or is there an electronic version that can be sent directly to the consulate in France?

I filled out the B2 form to apply for a visa, created an account on Atvis to pay the visa fees and schedule a meet-up, but every time I try to pay with my Boursobank Visa 1st card, they refuse the payment with a message telling me to check my details (address), even though everything is correct. Does anyone know why this is happening, or maybe they don’t accept Visa cards? Are you aware of this?

I’ve read that China may ask for proof of exit within 30 days (flight ticket or other reservation). Since we’d be leaving by land, I’m wondering how this works in practice.

On her ticket, it only has her maiden name (e.g., Martine DUPOND).
On her passport, it’s written as Martine DUPOND épouse AVRY.
No issues for travel, I hope I did the right thing with the ticket?
Then for the ESTA, is just Martine DUPOND enough, or do I need to include the "épouse AVRY" part like on the passport?

I saw on the French Embassy in Peru’s website and the Peruvian Consulate in Paris’s site that the rule is to have a passport valid for 6 months *after the arrival date* (not the return date).
I arrive in Peru on August 13, 2019 (for about twelve days), and my passport is valid until February 16, 2020.
That’s 6 months and 3 days after my arrival date in Peru. In my opinion, I’m good to go.
But could I still be denied entry if they say I don’t cover the return date or that I’m too close to the 6-month mark?
I read on the French Ministry of Foreign Affairs website that it’s possible to apply for a temporary driving permit in China, valid for 1 month.
