Refus temporaire visa provision 221g délai ambassade USA Paris

Bonjour à tous,
j'ai fait la demande d'un visa touristique de 6 mois pour suivre un cours de musique (déjà payé) à New York dans une community school qui n'est pas habilitée à fournir un formulaire I-20 propre au visa F1. Lors de mon rendez-vous à l'ambassade, l'officier me dit que je dois changer de classification de visa et demander un visa F1 et fournir le formulaire I-20. Il me remet un papier " Your visa application is refused under the provision 221g of the Immigration and Nationality Act. The Consular Officer has found your application to be incomplete you must provide the document checked below : Provide I-20 and change of visa classification"En gros j'ai un refus temporaire du visa B2 que j'ai demandé et l'officier m'a donné l'opportunité de ne pas avoir un refus catégorique.
J'ai bien sûr essayé de contacter l'école par mail et par téléphone mais ils ne peuvent pas me fournir ce document (chose que je savais déjà et ce pourquoi j'avais demandé un visa touristique B2 à la base). L'école refuse même de me faire un courrier officiel expliquant qu'ils ne peuvent me fournir ce I-20!J'ai donc plusieurs questions:-Quel délai ai-je devant moi pour présenter ce formulaire I-20 (je n'ai aucune indication de délai sur le papier) ?
- Suis-je obligée de fournir l'I-20 de l'école de musique dans laquelle je me suis inscrite ou puis-je fournir un I-20 d'un autre établissement afin de ne pas me faire refuser le visa étudiant? Tout en sachant que je ne pourrai jamais fournir l' l-20 de l'école dans laquelle je souhaitais aller.
- Comment contacter l'ambassade pour poser les questions et faire état de mon cas ?
- Comment éviter dans ma situation un refus catégorique (qui m'empêcherait donc de partir à vie avec un ESTA et qui me verrait dans l'obligation de demander un visa B2 à chaque fois que je dois me rendre aux USA même pour une simple escale) ?
- Si je ne me manifeste pas ou si je décide de ne pas donner suite, ma demande est-elle considérée comme abandonnée et, si oui, cet abandon est-il équivalent à un refus de visa par la suite ou à une annulation sans conséquences?

Pourquoi avoir demandé un visa B2 pour étudier dans une école de musique ?
D'après le site officiel travel.state.gov/...h/visit/visitor.html ce visa est uniquement pour "tourisme et visite"...

Car il s'agit d'un cours de 2h par semaine (enrollment in a short recreational course of study) dans un conservatoire (not for credit toward a degree).

BonjourPeut être que ce que vous estimez être "short" n'est finalement pas si "court" au yeux de l'officier d'immigration. Je pense que le fait que se soit récurrent (2h mais plusieurs semaines d'affilées) ait fait qu'il vous demande de changer de statut pour un J1.
La seule façon d'obtenir un tel visa est d'être accepté dans une école habilitée à délivrer les visas F et M (student visa). Ceux sont les SEVP approved school (souvent des écoles de langues).
Vous trouverez les écoles habilitées sur le site du Department of State Education et toute la procédure icitravel.state.gov/...xchange/student.htmlDonc une solution (si votre école de musique n'est pas habilitée) c'est peut être de faire une demande dans l'une de ces écoles (pour vous former à l'anglais) et une fois acceptée dans l'école faire la demande de visa.

Ma question porte maintenant sur le délai dont je dispose pour fournir l'I-20. Il est malheureusement impossible de contacter l'ambassade par mail ou téléphone et encore moins de se présenter en personne à l'ambassade pendant les vacances scolaires..des solutions?

Si on s'en réfère au site officiel que je vous ai déjà donné un visa étudiant ne peut pas être édité plus de 120 jours avant le début des cours et vous ne pouvez entrer sur le territoire US qu'au max 30 jours avant le début des cours.
