Je suis dans une école qui n'a pas trop l'habitude des échanges internationaux, du coup je peine un peu sur certaines démarches. Notamment concernant le visa. J'ai lu à droite et à gauche qu'il était possible et facile de s'arranger sur place en sortant du pays, et en revenant ou même en faisant faire un visa étudiant une fois sur place. mais je préfèrerais régler tout ça avant mon départ!
J'ai vu qu'il fallait un acte de naissance plurilingue, 1
passeport en cours de validité et l'attestation de l'école qui
accueille mais j'ai cru comprendre que c'était cette dernière qui
devait faire la demande de visa. Est ce que je me trompe?
je suis étudiant à Buenos Aires en "intercambio" à l'Universaidad del salvador depuis juillet. Je vais t'expliquer les démarches pour obtenir ton visa étudiant, en sachant que TOUT se fait en Argentine :
En France : Un passeport en cours de validité bien sûr et ensuite, tu dois obtenir ton casier judiciare sur le site internet du ministère de la justice (envoi sous 10 jours environ). Dès que tu le reçois, tu dois l'envoyer à la Cour d'appel de Rennes (le casier étant émis depuis Nantes) pour qu'ils y apposent " l'apostille de La Haye ". C'est une sorte de cachet qui prouve l'authenticité du document à l'étranger en vertu de la Convention de La Haye de 1961 (que la France et l'Argentine ont signé). ATTENTION : TON DOCUMENT SERA CONSIDERE COMME NUL SANS L'APOSTILLE ET SEULE LA COUR D'APPEL DE RENNES LA DELIVRE!!!
En Argentine : Tu dois te rendre chez un traducteur public (dont les adresses sont consultables sur internet, la mienne était à calle Libertad 735, métro D, station Tribunales) pour faire traduire le casier judiciaire et le passeport (environ 200pesos). Tu devras ensuite faire homologuer ces traductions par le collège de traducteurs publics de la ville de Buenos Aires, ce qui coute 30 pesos par document homologué (avenida Corrientes, métro B station Callao). Tu dois enfin retirer un casier judciaire argentin, qui certifie que tu n'as commis aucun délit sur le territoire argentin. L'organisme se trouve à la Calle Tucuman 1600 (environ), métro D, station Tribunales et ça te coutera 40 pesos.
Ensuite, ta fac argentine te délivre un document appelé "constancia de inscripcion" qui comporte entre autres les références de l'accord d'échange entre ta fac française et argentine, et qui est ESSENTIEL pour obtenir ton visa étudiant. ATTETNTION : CE DOCUMENT DOIT AVOIR ETE EMIS DEPUIS MOINS D'UN MOIS LE JOUR OU TU TE PRESENTERAS DEVANT LE SERVICE DES MIGRACIONES.
Tu photocopies TOUTES les feuilles de passeport intéressantes, à savoir les pages où figure ton identité et TOUTES celles où figurent des visas d'entrée en pays étranger. Tu fais deux photos d'identité, tu prends 200 pesos (on ne peut payer qu'en liquide et il n'y a AUCUN distributeur près du batiment donc prévoir) et tu t'armes de patience! L'attente oscille entre deux et cinq heures et ton visa est délivré dans la journée. Dernière chose : le service des migraciones se situe à Avenida Antardida 1355, près de la gare routière de "Retiro", un lieu qui te sera vite familier!
ma fac avait organisé une matinée où tous les étrangers étaient allés avec des administrateurs pour le visa; Je n'y étais pas allé car je ne me suis pas réveillé...! Je ne sais pas si la tienne fera la même chose, tu seras dans quelle université d'ailleurs?

Je suis allée voir une agence que l'on m'avait conseillée à Paris (Case Départ) et ils m'ont trouvé un billet par ibéria via Madrid à 1180€ sauf qu'ils offrent la possibilité d'un échange gratuit pour les étudiants... ce qui est plutôt bien! Par contre il ne peut me prendre le retour en septembre car il m'a expliqué qu'Ibéria poserait des problèmes lors de mon départ si je n'ai qu'un visa de 3 mois! Il faut donc d'après lui que je prenne un retour pour mai et que je le change sur place une fois mon visa étudiant obtenu... du coup je grille direct mon "joker échange", dommage.... Je suis un peu étonnée pour cette histoire de visa. Est ce que je rencontrerai le même problème si j'achète un billet sur internet? Toutes les compagnies fonctionnent elles de la même manière?
Sur le site du consulat, j'avais vu qu'il fallait un acte de naissance plurilingue, une attestation de l'école et un passeport en cours de validité, mais tu dis qu'il faut aussi un acte de casier judiciaire? pourquoi ne te renseignes tu pas directement auprès de l'ambassade d'Argentine? Ils vont bien te dire comment faire exactement pour obtenir le visa avant de partir. Tu n'auras qu'à suivre ce qu'ils te disent et contacter ton université en Argentine pour qu'ils te fassent parvenir les papiers nécessaires.
Pour ton billet, sache qu'Air France propose des billets "Ida y Vuelta"😉 pour les Jeunes Majeurs (18-24ans) à 1100€ environ avec la différence qu'il s'agit d'un Paris-Buenos Aires DIRECT! Et il te propose aussi le changement gratuit il me semble! Donc renseigne toi auprès d'Air France, ça t'évitera la correspondance à Barajas.
Moi aussi, j'ai pris un billet Ibéria auprès d'une agence (Wasteels Voyages) avec ce changement gratuit et je t'avoue que ton affaire de visa de trois mois etc etc me laisse perplexe! Je suis arrivé avec mon aller retour Paris Buenos Aires via Madrid, sans visa vu que les Européens n'en ont pas besoin pour entrer en Argentine et je n'ai eu AUCUN souci pour changer la date de retour. J'avais ce retour ouvert pour l'année et j'ai changé pour rentrer passer les fêtes en famille en décembre. Je pense que ton agence se trompe.
Pour le visa, tu ne peux rien faire en France vu que c'est le service des Migraciones argentin qui gère les transits, le consulat ou l'Ambnassade d'Argentine à paris te diront la même chose... ça parait inquiétant mais je te rassure, c'est assez rapide... Tu peux gérer la paperasse en une journée, attendre quelques jours les traductions et passer une matinée aux migraciones. Ensuite, tranquille pour un an!!!!!
Ce qu'il voulait faire à l'agence c'est me mettre un retour pour début mai que je changerai une fois que j'aurais obtenu mon visa étudiant là bas... mais bon ça me soule un peu, d'autant plus que via air france j'avais en effet trouvé des directs pour pas très cher. Mais si je prend un aller début février avec retour début septembre est-ce que ça ne posera pas de pb au niveau des douanes tout ça?

Tu sais que dès que tu arrives à Ezeiza, l'aéroport de Buenos Aires, les fonctionnaires des douanes te mettent ton tampon "turista tres meses" et basta! Ils ne vont pas s'amuser à vérifier ton billet retour, ta compagnie, ton visa...! Ils font déjà un boulot assez relou comme ça crois moi...!
De plus, si vraiment ça t'embête de faire ces démarches (ce qui se comprend aisément...!), tu te fais un aller retour en Uruguay tous les trois mois pour renouveler automatiquement ton visa : Colonia, sur la côte sud-ouest de l'Uruguay est à deux heures en "buquebus" (sorte de gros ferry) de Buenos Aires et c'est vraiment très jolie... Le trajet te coutera environ 180 pesos aller retour depuis le port de Buenos Aires. C'est ce que j'aurais fait pour éviter tous ces frais somme toute inutiles mais ma fac exigeait le visa étudiant pour valider l'inscription...
De toute manière, pour ce qui est visa, tu ne peux RIEN faire en France donc dans tous les cas, tu entreras sur le territoire argentin en touriste avec trois mois de transit autorisé!
Pour ton billet, renseigne toi auprès d'une agence Air france car il me semble qu'il y a un changement gratuit pour les "Jeunes Majeurs".
N'aie aucune crainte pour ton billet, je te l'assure une fois de plus : les douaniers s'en foutent comme de l'an 40, voire plus encore!
