Bonsoir,
Comme il n'y a pas de réponse voici de l'aide en anglais...
C'est le résulat de mon travail que j'ai envoyé à ma femme récemment:
Step with the CFO:
You need to set an appointment with the CFO for the seminar which can be done via
the internet
cfo.gov.ph/gcp.html
The seminar is called "PRE-DEPARTURE ORIENTATION SEMINAR (PDOS)".
This appointment is completely independent of the application for the visa. It is made
with VFS Global after obtaining the family booklet (which allows to obtain the visa).
It is only after obtaining the visa and before the effective departure of the
Philippinesterritory that it is necessary to return to the CFO with the certificate of the seminar in
order to obtain the sticker on the passport (which MUST have the visa). There is no
need for appointment and the sticker is obtained in 10-20 minutes.
Caution: As it is indicated on the website, DO NOT PURCHASE outbound travel ticket until
your CFO travel documents are issued. PLS arrive at CFO at least hour before your GCP
session. PLS use your laptop when completing your online registration.
Step with the French embassy:
Appointment with the French embassy in
Manila to get both the family
booklet and the said transcription.
Once your husband, has received an email from the French embassy, that’s the signal
! So, the first thing to think and to do is to set an appointment with the embassy in order to get
both the booklet of family and the said transcription of your marriage certificate in
Francefrom the French embassy in
Manila.
Step for the VISA : You will receive a long-stay visa equivalent to a residence
permit subject to approval formalities after your arrival in
France.
First and foremost, click on the link below:
france-visas.gouv.fr/en_US/web/france-visas
You have to fill out your visa application form, you will be not directly redirected to a link to set an appointment so you must book an appointment either by calling (+63 2 790 4903) or sending an email (info.frph@vfsglobal.com) to submit your application in VFS GLOBAL visa application centre.

They added an extra requirement called the “Demande d’attestation OFII”. You can get your copy of the application form via this website. Speaking of OFII, this is the next step to this entire migration process once you arrive in
France that will allow you to live permanently in the country. Nope, it does not end with the spouse visa. I’ll tell you all about that in another post.
The amount to pay is: 0 euros (€). Even though you might be paying roughly (400 pesos) for
the services of VFS.
Fill out the visa application form
To submit a visa application, you must provide at least the following:
A passport in good condition, issued no more than 10 years ago. Your passport must be valid
at least three months beyond your intended date of departure from the Schengen Area and
must include at least two consecutive blank pages
2 recent ID pictures in ISO/IECI format (pdf)
The supporting documents (originals and copy) depending on your situation and your plan
Important : All documents in languages other than French or English must be translated into
French.
Book your appointment
Arrange an appointment with the visa application centre
Make sure you allow enough time before your departure date to schedule an appointment to
have your application reviewed.
Check on the average appointment wait times to ensure that you are able to submit your
application three months to two weeks prior to your departure date.
In most cases, the consular services use external service providers to receive visa applicants
and their documents. The consular services nonetheless remain fully responsible for
reviewing applications and making visa issuance decisions.
Submit your file
Application in person
You must attend your appointment with all the required documents. Also bring a copy of each
document, including the passport and its ID pages.
The service provider (or consulate) will receive you, review your application, collect the visa
fee, capture your biometric data (photo and fingerprints) and retain your passport and the
copies of all your supporting documents in order to forward them to the consulate.
The visa application submission will take approximately 20 minutes at the visa centre.
Biometrics
All visas issued by
France are biometric visas.
Any visa applicant aged 12 or older must submit his or her visa application in person. The
following biometric data will be required: a photo (scanned or taken during your
appointment), and ten individually-taken fingerprints.
If you hold a biometric Schengen visa issued within 59 months, either bearing the mention
‘VIS’ or issued after March 2016, your previous biometric data can be re-used.
Track your application
Tracking your application and collecting your passport
In most cases, you can track the progress of your application:
www.vfsvisaonline.com/...pOIHwtNWdHCtqAfK0%3D
You will be notified when your passport is ready for collection from the visa centre where
you applied.
In some instances, the passport can be sent by postal services.
Collecting your passport
Once your application has been processed, you will be asked to collect your passport from
your visa application centre. Certain countries offer a “passport courier service”. Please check
the availability of this service with your visa application centre.
Preparing your arrival in
France:
Before leaving for
France, please check that you fully comply with all current
European and national entry conditions.
Caution : The day of your appointment you must imperatively present your CERFA in final paper version. It must not have the word "DRAFT". If your CERFA has the mention "DRAFT", this means that your application is not finalized on
France-Visas and will therefore be refused on the day of
filing.
Last step (The sticker) :
The very last step is to go to CFO again to get a clearance sticker attached to your spouse
visa, without this sticker, immigration will bar you from leaving the country so make sure you
get it!
Go to the CFO as recommended by my counsellor. I
fill up the form and got a number. Wait for a while and when my number iscalled,
give your passport along with the guidance counselling certificate. She will receive
her passport with the CFO sticker on it.
Long-stay visa
I have a long-stay visa. What do I need to do when I arrive in
France?
If you hold a long-stay visa, equivalent to a residence permit, you must send the OFII
(Office Français de l’Immigration et de l’Intégration) form to the relevant regional
delegation. However, if your long-stay visa bears the statement “carte de séjour à solliciter”, you must submit your residence permit application to your local police station (i.e. without
first contacting the Office Français de l’Immigration et de l’Intégration) in the two
months following your arrival in
France unless you are a minor (i.e. aged under 18
years).
I hold a long-stay visa, equivalent to a residence permit, but it has not been validated by
OFII. Can I travel without applying for a new visa?
Long-stay visas, equivalent to a residence permit, allow you to travel under the
following circumstances:
o During the first three months of your arrival in
France, you can travel without a visa
or completing any further formalities (in and outside the Schengen area).
o After three months, you can only travel if the OFII sticker is affixed to your visa or
you have been given a receipt of submitting an OFII file in order to travel outside
France.
o This website (
www.ofii.fr/
) will furnish you lots of information for your future
life and arrival in
France honey.
A carte de séjour (CDS) or titre de séjour is the official residency card in
France. You
must have a long-stay visa (Type D) in order to receive a CDS. The long stay visa that
you will receive as the spouse of a French citizen makes you eligible for a carte de
séjour (CDS) or titre de séjour. If you are an EU citizen, then you do not need to have
a visa nor a CDS.
The carte de séjour (CDS) or titre de séjour must be renewed EVERY year, 2-3
months before the last one expires.
NOTICE TO THE ATTENTION OF THE HOLDERS OF A VISA AUTHORIZING TO STAY IN
FRANCE WITHOUT CARD OF STAY The French authorities granted you a visa of long stay which authorizes you to remain in
France with the following conditions: • You must take care that stamp bearing the date of your entry in
France be affixed to your passport by the police at the borders.
