Sorry to advise that the only effective way to travel to Cocos (Keeling) Islands is from
Perth. Virgin
Australia Airlines fly 3 times per week on Tuesday, Friday & Saturday with all flights departing from and returning to the International Airport. It was previously possible to fly on a chater flight from
KUL to Christmas Island and then connect across to Cocos Islands. The
KUL - XCH return flight recently ceased and I am not sure of when / if it will be re instated. My suggestion, fly to
Perth for the guaranteed flights.

If you are prepared to travel via
Perth, then I would suggest Cocos Castaway (standard) Villa as the best value for money option. There is one cheaper option at Cocos Beach Motel however tourists only stay there if no other options.
Yes you would need an Australian Visa to visit Cocos Islands.
